00:53But we start with the news that the Yugoslav president,
00:55Slobodan Milosevic, is prepared to negotiate
00:58a compromise deal on Kosovo.
01:00He said if NATO agrees to end its raids,
01:02he will withdraw some of his forces from Kosovo.
01:05First reactions from London and Washington
01:07say it's not enough to stop the airstrikes.
01:10Sky's David Foster has been monitoring developments.
01:12Two hours after talks with the Russians broke up,
01:16the Yugoslav president issued a statement on television.
01:19A deal could be reached, he said, but only if NATO stopped bombing.
01:23In return, following talks with the Russian Prime Minister,
01:25Yevgeny Primakov, he said he would reduce troop levels in Kosovo
01:29and, as he put it, create conditions for peaceful refugees to return home.
01:34A short while before the broadcast,
01:36the Russian Prime Minister arrived in Bonn to brief the German Chancellor.
01:39After six hours with Slobodan Milosevic in Belgrade,
01:42he said the Yugoslav president's offer was a good start.
01:46He's ready to be constructive, he said.
01:47It's hopeful.
01:49But Gerhard Schröder in Bonn says this is no basis for peace.
01:52And Downing Street says it wants actions, not words.
01:55The meeting may well not have changed the position at all.
01:59At NATO headquarters, more evidence of the damage inflicted from the air
02:02and further claims that the Serb campaign against Kosovars
02:05has been meticulously planned.
02:08I think we can talk about a modern-day great terror
02:11going on in Kosovo at the moment.
02:15In fact, it brings the number of people
02:17who have been uprooted from their homes in Kosovo
02:20over the past year to 570,000,
02:25which is now heading up towards the 30-plus percent
02:28of the total population.
02:31NATO also put on show what it claims to be pictures
02:34of Kosovo villages and towns deliberately torched by Serb forces
02:38as they force ethnic Albanians from their homes.
02:41Defence chiefs in London have made it clear
02:43that the scale of the refugee problem
02:44is making air attacks more and more difficult.
02:48Now what we do not want to do
02:49is to create any more collateral damage than we have.
02:53We do not want to kill innocent civilians.
02:56More cruise missiles were this afternoon
02:59loaded onto American bombers in Britain.
03:02Earlier, ethnic Albanians and defence ministers
03:04are the closest Milosevic comes to having friends,
03:07which is not very close at all.
03:09Does President Milosevic's offer to them
03:11amount to anything or simply nothing?
03:17The offer does contain all the key words.
03:20President Milosevic says he'll cut his forces in Kosovo.
03:24But then he said that last October
03:26and quickly brought them back again.
03:29President Milosevic says he'll allow refugees
03:31to return to their homes.
03:33But then he's destroyed many of their homes
03:35and stripped them of identity papers
03:37which prove they belong in Kosovo.
03:39President Milosevic says he'll go back to peace talks
03:42and negotiate seriously.
03:44But then he wrecked the last session
03:46when it was clear that his enemies,
03:48the Kosovo Albanians, were about to settle.
03:50All this, says President Milosevic,
03:53if, and it's a massive if,
03:55NATO first stops its bombing.
03:59The offer was all but dead
04:01the moment the Russian Prime Minister
04:02brought the news to the German capital Bonn.
04:05Evgeny Primakov paused on his way
04:07to brief Chancellor Gerhard Schröder
04:08just long enough to sketch out the headlines
04:11to the rest of the world.
04:13Herr Schröder listened attentively
04:15to what the Russian Prime Minister had to tell him
04:17but killed the offer almost instantly.
04:22I made clear to him
04:24that the core of his proposals,
04:26that is, that we should stop military action first
04:28and then talk,
04:30was unacceptable to me.
04:32And I can assure you
04:33would be unacceptable
04:34to other NATO members.
04:36And the Milosevic offer to Mr. Primakov
04:50certainly is unacceptable
04:51to other NATO members,
04:53especially the key powers.
04:55In Britain, ministers say
04:56the Serb leader has given no sign so far
04:58that he's serious about a permanent end
05:01to his repression and violence.
05:03We want action, not words,
05:05is the well-worn cliché
05:06echoing around Whitehall tonight.
05:08And the message is the same
05:09from many NATO capitals.
05:11Until Mr. Milosevic demonstrates
05:12that he is serious,
05:14we will continue with NATO strikes.
05:18As if to emphasise
05:19that NATO is still at war
05:21today in the skies over the Balkans,
05:23a British AWACS early warning aircraft
05:25could see Allied bombers
05:27fanned out across the skies.
05:30The displays also picked up
05:31the Russian Prime Minister's flight
05:33into Belgrade,
05:34well away from danger
05:35as Mr. Primakov started
05:37his shuttle diplomacy.
05:39And at NATO headquarters in Brussels,
05:41the military were showing
05:42what they say
05:43is the first close-up evidence
05:45of Serb atrocities in Kosovo,
05:47the burning of villages
05:48filmed from reconnaissance aircraft.
05:51Milosevic must stop all this,
05:53say NATO,
05:54before the alliance can respond.
05:56We would need to have
05:58actions, not words.
05:59We would need to have
06:00the immediate withdrawal
06:01of the Serb security forces
06:03from Kosovo entirely.
06:06Secondly, we would need to have
06:08cast-iron guarantees
06:09that that is not going to start again.
06:13We would need a clear indication
06:14from President Milosevic
06:16that he is going to facilitate
06:18the return of all of the refugees
06:21that he has booted out
06:22of their own country
06:24over the last hours.
06:26And we would be looking,
06:28of course,
06:28at a willingness
06:29and concrete evidence
06:31to seek a peaceful
06:32negotiated solution
06:33on the basis
06:34of the Paris-Rombier
06:37Peace Accords.
06:39This afternoon,
06:40the giant cargo plane
06:41was loaded with
06:42450 tents and thousands
06:44by then-U.S. envoy
06:45to the Balkans,
06:46Robert Gelbart.
06:49We are tremendously disturbed
06:51and also condemn
06:52very strongly
06:52the unacceptable violence
06:54done by terrorist groups
06:55in Kosovo
06:56and particularly the UCK,
06:58the Kosovo Liberation Army.
07:00This is, without any question,
07:02a terrorist group.
07:04That statement was essentially
07:06a green light
07:07to Slobodan Milosevic
07:08to carry out
07:09or to begin the process
07:11of ethnic cleansing
07:12and genocide in Kosovo.
07:13Balkan experts
07:14are divided on that,
07:15but just a week later,
07:16Slobodan Milosevic moved.
07:19Yugoslav paramilitary units
07:20attacked KLA strongholds
07:22in the Dornitsa region
07:23of Kosovo.
07:24At that time,
07:25the KLA was a small
07:26guerrilla force
07:27numbering only
07:28in the hundreds.
07:30The Yugoslav attacks
07:32may have backfired
07:32on Milosevic.
07:34The dead KLA soldiers
07:35became martyrs.
07:36Civilian Kosovars
07:37enlisted en masse.
07:39The ranks of the
07:40once-fringed KLA
07:41swelled to several thousand.
07:43A lot of members
07:44of the KLA
07:44are farmers
07:45and shopkeepers
07:47and peasants
07:50and other folks
07:50from around the country
07:51who are worried
07:53about protecting
07:53themselves
07:54and their families.
07:55The KLA remains
07:56a disorganized insurgency,
07:58its size unclear.
07:59Estimates vary widely
08:00from 5,000 to 30,000
08:02young men and women
08:03armed mostly
08:04with light weapons.
08:06Kalashnikov rifles
08:07smuggled in from Albania,
08:09getting money
08:09from ethnic Albanians
08:10in the U.S. and Europe.
08:12Even as they resist
08:13Serb forces,
08:14the KLA has been accused
08:16of its own brutality.
08:17There's no doubt
08:18that some members
08:19of the KLA
08:19have been involved
08:20in committing atrocities
08:23of their own
08:23and have engaged
08:25in ethnic cleansing.
08:26For example,
08:27the Yugoslav government
08:28accused the KLA
08:29of executing
08:3022 Serb civilians
08:31and burning their bodies
08:33in the village
08:33of Kletchka
08:34last August.
08:35The KLA has denied
08:36targeting civilians.
08:38Although the U.S.
08:39no longer...
08:39...supplies like these
08:40operations
08:41over Bosnia
08:42in 1992
08:43when ground supply
08:44routes were blocked
08:45by Serb militias
08:46and the weather.
08:48Dropping supplies
08:49today over Kosovo
08:51would be almost impossible
08:52because humanitarian
08:53planes could get
08:55mixed up
08:55in ongoing
08:56NATO bombing runs
08:57or hostile fire
08:58from the ground.

19:01that's still a drop
19:03in the ocean
19:03as far as the refugee
19:05problem is concerned.

19:07this is an overwhelming
19:08problem.

19:10is appealing
19:11and UNHCR
19:13is appealing
19:14for assistance
19:16from everywhere
19:17to cope
19:17with the situation
19:19and the only
