00:08Nights and several days of bombing have not convinced President Slobodan Milosevic
00:13to cease the alleged ethnic cleansing and killing.
00:16What will it take?
00:17The administration says more of same.
00:19We are making progress in our goal to damage and diminish Yugoslav forces
00:24that Mr Milosevic has been using in the past and continue to this day
00:28to use in his ethnic cleansing operations.
00:31And we intend to stay the course.
00:34But a growing number of critics say the bombing will not work.
00:37They suggest a number of alternatives.
00:39First and foremost, ground troops in Kosovo.
00:42Our model here is Kuwait.
00:45Kuwait was invaded by Iraq.
00:47We went in and kicked the Iraqis out.
00:49And we're still there in order to protect the Kuwaitis.
00:51We need to do exactly the same in Kosovo.
00:54Military experts warn that any ground force would have to be big.
00:58Though officially the administration says no ground troops before a peace deal,
01:03troop options are being quietly discussed at NATO and in Washington.
01:07One idea is to create a safe haven to send in troops to hold one part of Kosovo.
01:13My guess is if you're going to go in and carve out a part of Kosovo or all of Kosovo
01:19or some part within which you can accommodate the 1.6 million or so people left there,
01:25the Kosovar Albanians, you'd probably need 30,000 to 50,000 NATO troops.
01:30And they would need to go in very quickly.
01:33There are also those who argue that military force will never achieve the real goal.
01:39I think that...
01:40...for 18 hours, a massive land and air operation by NATO troops and the Macedonian army.
01:46The effort only ended when the three missing Americans showed up on Serb TV.
01:50They had been part of a three-vehicle routine reconnaissance patrol along the border with Serbia,
01:55part of their role in protecting NATO troops waiting to go to Kosovo to police any peace deal.
02:01NATO insists the Americans were three miles inside Macedonia,
02:06but that is still, in effect, hostile territory.
02:09Rugged with a badly demarcated borderline, the area is populated mainly by ethnic Serbs.
02:15NATO is considering the possibility that local people may have been involved in the men's capture.
02:22The massive influx of ethnic Albanian refugees from Kosovo has fueled anti-NATO anger among some Macedonians.
02:29The refugees are still officially welcome, however,
02:33and the need to curry the favor of the West will keep it that way.
02:36In addition to help in coping with the refugees,
02:39the Macedonians are also looking for NATO security guarantees,
02:42because, as a senior Western diplomat put it,
02:45they see NATO backing as the only way to send a clear message to their neighbors,
02:49especially the Serbs,
02:51don't mess with us.
02:54That the Serbs have conducted the first cross-border incursion of the war
02:58will heighten concerns among both NATO and the Macedonians.
03:02In the meantime, the American troops who are here put on an air of business as usual,
03:06but underneath it,
03:08they were almost certainly wondering when they might see their three brothers in arms again,
03:12and what the Serbs might try next.

03:17Fighter planes to the Balkan war zone,
03:20stepping up a still carefully measured bombing campaign
03:23that today did hit targets all over Yugoslavia.
03:27Still, U.S. officials acknowledge that air power alone
03:30cannot, much less immediately,
03:32stop the Serbs offensive in Kosovo.
03:35David Martin, one of the reporters who broke the story last night
03:37of the capture of the three American soldiers,
03:40has the latest tonight on the air war from the Pentagon.
03:42B-1 bombers flew into England from the U.S.,
03:47refueled, switched crews, and took off again,
03:50racing into battle on night nine of the air campaign,
03:53a campaign which an angry Secretary of Defense says
03:56can't stop ethnic cleansing,
03:58but is better than doing nothing.
04:00We had to consider whether or not we could sit on the sidelines
04:03and watch indifferently
04:04while 40,000 troops went on a rampage through Kosovo,
04:08while NATO took no action whatsoever.
04:10The air force is doubling the number of stealth fighters
04:13as NATO continues to bombard the Pentagon
04:16with requests for more forces,
04:18everything from tank-killing helicopters
04:20to another aircraft carrier.
04:22Military officers admit stopping Milosevic
04:24is turning out to be tougher than they thought.
04:27We hoped that he would quickly get the message
04:29and not continue with his repressive plans.
04:33There are some signs that blowing up fuel dumps
04:36and downing bridges are starting to take their toll
04:38on Serb troops in the field.
04:40We know that many units in Kosovo
04:42are now running low on diesel and lubricants.
04:46But NATO's battle map shows the capital of Belgrade
04:48was not hit at all last night,
04:51partly because the weather was so bad
04:52none of the stealth fighters were able to drop their bombs,
04:55partly because some NATO countries
04:57are still too worried about civilian casualties.
05:00According to intelligence...
05:01I wouldn't say vulnerable, certainly it's been an added incentive
05:05to sort of look at ourselves,
05:07but personally I'm happy with the measures we've got in place.
05:10And commanders here insist they're doing everything they can
05:13to protect their men from Serbian attack.
05:16Well, I think we are well trained, well prepared,
05:19our soldiers are well briefed, we know what the threats are against us,
05:23and I don't believe that the same will happen.
05:27Tonight we found these French troops on duty,
05:30just a few hundred yards from the Serbian border,
05:32in the same area where the Americans were captured.
05:35For all the soldiers here,
05:36the danger of serving in a far away land
05:39suddenly seems to have hit home.
05:41These NATO troops are on a heightened state of alert today.
05:45There is real tension here.
05:46They are right on the border.
05:48And with three of their American colleagues captured,
05:51each one of these soldiers must wonder
05:53whether he could conceivably be next.

05:59and any such force would have to be big.
06:01If we go in, we better go in
06:03as the meanest junkyard dog over there,
06:06tough enough to knock down any resistance,
06:08and to make sure we can protect the forces
06:10that we put in there.

07:16We have been down this road before,
07:19and I think preventive,
07:20preventing conflict is every bit in our interest.
07:25Through most of this century,
07:26Yugoslavia was a quiet place,
07:28remembered in the 1980s
07:30mostly for hosting the 84 Winter Olympics.
07:33Yugoslavia's Cold War dictator,
07:35Marshal Tito,
07:36kept his distance from the Kremlin,
07:38but inside Yugoslavia,
07:40he suppressed long-standing ethnic and religious tensions.
07:43When the Soviet Empire collapsed
07:45and Tito died,
07:46those ethnic and religious divisions
07:50broke into nationalism,
07:51fueled by a new dictator in Belgrade,
07:54Slobodan Milosevic.
07:56What had been a single nation
07:57began fracturing in the early 1990s
08:00in a series of wars.
08:02Croatia emerged,
08:03Slovenia was created.
08:05Bosnia gained independence
08:07amid the region's bitterest conflict.
08:09Macedonia became a separate country too.
08:12Milosevic retreated
08:13to protect what was left of Yugoslavia,
08:16a string of regions
08:17called Serbia, Montenegro, and Kosovo.
08:20Today's conflict is over ethnically distinct
08:22Kosovo's demand for independence.
08:25Yugoslavia is not threatening anybody.
08:27Has Yugoslavia attacked some other country?
08:29Has Yugoslavia forces gone out of our borders?
08:33Serbia's attacks have been confined
08:35within its own borders.
08:37Stealth fighters to 24
08:38because the stealth fighter
08:40that went down last week
08:41is also being replaced.
08:43The F-117 stealth fighter
08:45can be very effective
08:47flying deep into hostile territory.
08:51However, they are hampered
08:52in dropping their weapons
08:54when there is bad weather,
08:56and there is still very bad weather
08:58in the area.
08:58NATO says about 400 planes
09:01are involved in these bombing missions.
09:05Publicly, they say the campaign
09:07has been effective,
09:08but still they admit
09:10their air operations
09:11have done very little
09:12to actually stop the Serb assault
09:14in Kosovo.
09:15They did say they finally had some success
09:18in operations directly against
09:21armored forces on the ground
09:23in Kosovo.
09:23They said this morning
09:25that four armored vehicles
09:27were destroyed in one air assault,
09:30and they say those vehicles
09:31were involved in an actual assault
09:33against innocent civilians
09:35in Kosovo.

09:38military muscle?
09:40Russia is sending several warships
09:42to the Mediterranean,
09:43and that has the United States
09:45worried about a possible confrontation
09:46with NATO vessels.
09:48Russia counters that it has
09:50no intention of getting involved
09:51in the conflict militarily.
09:54Even so,
09:55both Russian Foreign Minister
09:56Igor Ivanov
09:57and Defense Minister
09:58Igor Sigreev
09:59say NATO's unilateral action
10:01sets a bad precedent.
10:03What has happened with Yugoslavia today
10:08can happen with any country,
10:09and not just a European one.
10:11It can happen with any country
10:12that wants to carry out
10:13an independent policy.
10:17NATO is trying to establish
10:19an indisputable dictatorship
10:20in the Balkans.
10:22Yugoslavia has been the weak link
10:23for NATO implementing this plan.
10:29The debate in Russia
10:30over just what to do
10:31about NATO and Kosovo
10:33is sparking angry disagreement
10:35in the Duma,
10:35or the Parliament.
10:36On Wednesday,
10:37a Communist Party lawmaker
10:38interrupted a speech
10:39by a liberal member
10:40who spoke against
10:42any Russian involvement.
10:44As reported on Russian television
10:45network ORT,
10:46the Communists favor
10:47military assistance
10:48to Yugoslavia.
10:51With their armaments
10:52still attached,
10:53their weapons not dropped,
10:55apparently the pilots
10:56unable to determine
10:56the targets,
10:57and rather than risk
10:58strikes in civilian areas
11:00and not their military targets,
11:02they return to base
11:03with their bombs
11:03still on board.
11:05An eye on the conflict
11:07in Yugoslavia.
11:08CNN's Steve Harrigan reports.
11:11In its first show of force
11:13since NATO airstrikes
11:14began over Yugoslavia,
11:16Russia is sending
11:16a Navy ship
11:17from its Black Sea fleet
11:19to the region
11:19with a warning
11:20that more could follow.
11:22The Le Man,
11:23a reconnaissance
11:24or so-called spy ship,
11:26left its dock
11:27in Sevastopol
11:28early Friday morning.
11:29Its mission,
11:30according to the Russian
11:31Defense Minister,
11:32is not to fight
11:33but to provide intelligence.
11:36The purpose
11:37is to collect
11:38more detailed information.
11:40We should have
11:41such information
11:42in the interests
11:43of Russian security.
11:45But defense analysts
11:46say that intelligence,
11:47if shared with the Serbs,
11:49could prove dangerous
11:50to NATO ships in action.
11:52Of course,
11:53they do lots of harm.
11:55The Serbs will be knowing
11:57when the NATO planes
11:58are coming,
11:59how many,
12:01what speed,
12:02what type,
12:03where to.
12:05The defense minister says
12:06as many as six more vessels,
12:09including warships,
12:10could be sent
12:11to the region
12:11during the next few days,
12:13depending on how
12:14events develop.
12:15As the NATO strikes continue,
12:18the pressure builds
12:19in Moscow
12:19for Russia to do...
12:21The degradation of strategic targets
12:39and Frey forces in Kosovo
12:41despite the risks.
12:44The Frey army
12:45and special police
12:46are already paying
12:47a heavy price
12:48for their campaign
12:49of terror
12:49and crimes
12:50against humanity
12:51in Kosovo.
12:54In Kosovo,
12:56as you can see

13:02their offensive

13:05while continuing

13:12has not been defeated.

13:15to gather recruits
13:16and regroup
13:17and regenerate
13:18in preparation
13:19to re-enter
13:20their struggle.
13:22Serb paramilitaries,
13:24locally raised militias,
13:26continue to terrorize
13:27ethnic Albanians
13:28and take advantage
13:29of the situation
13:30to loot and pillage.

22:31The phones at this aid agency have been ringing all morning.
22:35One worker here, Frances Mason, flies out to Macedonia tomorrow.
22:39Yeah, I believe we've raised up to about £3,000 so far this morning,
22:42but we hope that it'll increase a great deal more than that.
22:45And it's not just money.
22:47Overnight, a huge cargo plane laden with aid took off from Stansted Airport.
22:52Across the country, in warehouses like this one, the relief effort is gaining pace.
22:56Many companies are donating products they know are desperately needed in the Balkans.
23:01In Bradford, the catalogue firm Grattan today packed up a load of goods ready for shipment,
23:07whilst other companies are sending products for the children caught in the crisis.
23:11The products we're going to send are things like nappies here and wipes to keep the child clean.
23:16There's a problem with water, so these are the reasons we're sending this type of product.
23:20We're also sending products like layers of clothing, like bodysuits and sleep suits,
23:26so that the child can be kept warm.
23:28It could be a week before these goods arrive.
23:31Already, clothes, food and blankets have been arriving in the Balkans from across the world.
23:36But witnesses here say...
23:38What I understand is, first of all, didn't they anticipate that bad weather stops you striking some of these targets?
23:43They're saying, yes, of course they did.
23:45They knew March would be not brilliant at all.
23:48But that doesn't explain why they're now having to call up aircraft which can deal with it better.
23:53I think they thought it would be a little bit of an issue, but not as big of an issue as it has been.
23:58But certainly missions are still going on.
24:00It's possible to see how the bombing campaign has changed over the last couple of days.
24:05If you remember in the early days, basically the big areas of targeting were here.
24:10Well, that's now changed and it's being concentrated fully around Kosovo.
24:15And indeed, in the last 24 hours, five target areas in Kosovo.
24:19There were then three basically just to the east and two just on the northwest border.
24:23So it is very much concentrating on the zone down south in Kosovo.
24:29They're saying all of them are going for the units involved in the ethnic cleansing.
24:32Now we are getting some extraordinary pictures back, aren't we, of the accuracy of some of these bombs?
24:40Certainly, if we look at this one.
24:42And again, well worth pointing out that over on this side, you will see what the pilot is seeing through his head-up display.
24:48This is an attack on an air base.
24:51And you can see from this line here, the pilot is manoeuvring.
24:55He's banking towards the left.
24:57And they've actually got the camera on the front of the bomb or missile, haven't they?
25:01This one will be coming up.
25:02This is something we haven't sort of seen since the Gulf War.
25:06All the previous attacks, they've certainly shown us, have been of laser-guided bombs
25:10where you've got a camera in the aircraft but not in the nose of the missile.
25:14Again, this is another laser-guided bomb attack.
25:17And actually, it is just to the right of the previous shot we saw.
