00:00A really great question and it's a really important conversation to have this evening.
00:04I think this is such a brilliant event that so many people have come along to discuss our health boards.
00:10And our primary reason for believing that they should be kept largely as they are in terms of the original model
00:17is because England tried something very different and is now moving back towards having the same health boards that it had originally.
00:25So the proposed changes that happened in England materialised into something quite different.
00:31They moved from being health boards and now they're moving back towards one that isn't health boards with something very similar.
00:40And I think that one of the things that people find very frustrating about the Welsh NHS is a lack of accountability.
00:50But I think there's a huge issue with the lack of accountability in health boards.
00:56And if we're going to be making reforms to them, I suggest that that is probably the best place to start.
01:02So for instance, the fact that the chair of the health boards is responsible to the Welsh health minister.
01:11I don't think that that's a system that is geared towards delivering better outcomes for local residents.
01:18Because really the chair should be your advocate in the health board.
01:24That's what they should be doing.
01:26The CEO's job is to run it, but the chair should be there on behalf of local residents to point out issues like this and follow them up.
01:34So I think that lack of accountability is an issue.
01:40It's not just present within the health board itself, but also GP surgeries.
01:46So this is an issue, again, data sharing between health boards and GP surgeries.
01:52As we know, most GPs are small businesses, right?
01:56They're run as small businesses.
01:58And there isn't a version of ESPN, for example, that's going around to reviewing more of the time.
02:05So there's a lack of accountability embedded within the NHS.
02:10And I believe that focusing on the leadership roles, particularly the chair position,
02:14would be a better and more fruitful way to ensure that change happens continuously over time.
