34:52He's been in the hospital this whole time

35:41After he throws a pillow at them, they restrain him
35:48Next thing I know, the panic alarm has been hit
35:52Everyone's up on their feet, running down towards the cells
35:56There's about five or six police officers
35:59At one point, there are eight people involved in the restraint
36:03Sergeant McIlvaney stood up on the bench looking over the whole situation
36:11And he was like, I'm the safety officer
36:14Jordan is then held on the ground
36:17With his legs or arms restrained for around two hours
36:22A 17-year-old who's apparently autistic and may have mental health issues

40:34Almost a year after the rape and murder of Sarah Everard
40:37By a serving police officer
40:40The Met faced another scandal
40:42This time focused on Charing Cross
40:45Uncovered by the Independent Office for Police Conduct
40:50The police watchdog says
40:51It's found evidence of disgraceful bullying
40:54Misogyny
40:55Discrimination
40:56And sexual harassment
40:57At Charing Cross police station
40:59In central London
41:01This investigation lifted the lid
41:03On what a toxic culture inside the Met
41:05What it actually looked like
41:08Sal Nassim was the IOPC's regional director for London
41:11At the time
41:12He left in 2023
41:16The team he led
41:17Seized officers' mobiles
41:18And uncovered private group chats
41:21Where they discussed hitting their girlfriends
41:24Shared offensive and racist comments
41:26And laughed about rape
41:31There's contempt
41:32And hatred
41:33Towards Muslim communities
41:34Hatred towards Jewish communities
41:36If you were gay
41:37There was a strong theme of misogyny
41:41They felt comfortable enough
41:43To message one of their female colleagues

41:51That's how normalized that culture had become

49:36Despite his obligation not to discriminate unlawfully or unfairly, P.C. Nielsen appears to have made up his mind.

52:02Panorama wrote to Met Commissioner Sir Mark Rowley, detailing our evidence.
52:09He told Panorama the behaviour outlined in this programme is disgraceful,
52:14and the Met has taken immediate and unprecedented action.
52:18Eight officers and one staff member have been suspended,
52:21and another two officers removed from frontline duties.
52:26He says the Met has dismantled the custody team at Charing Cross,
52:30made changes to local leadership and is looking more broadly at other Met detention teams.
52:35He says much more needs to be done to tackle the individuals and cliques,
52:43whose appalling behaviour continues to let down their colleagues and Londoners.
52:47And the Met's resolve to identify, confront and get rid of them is absolute.
52:54The Met has referred Panorama's allegations to the Independent Office for Police Conduct.
52:59It's launched an investigation and says it's taking the matter extremely seriously.
53:04We also wrote to the officers identified in this programme.
53:09They haven't responded.
53:13It's January and an inspector has some news for the team.

53:23He's not going to be with us for a while.

53:37He's talking about Sergeant Joe McIlvenny.
53:41CCTV records him the moment after he's told he's being taken off the custody desk
53:47and put on back-office duties.
53:54He's being investigated after allegedly making inappropriate comments to this woman.
53:59Oh, because she was Asian, he was suggesting that she was into...
54:12Yeah.
54:13And then the officers said they felt embarrassed for the detainee.
54:18He's not going to be with us.
54:20Custody staff say it was British Transport Police officers who reported Sergeant McIlvenny,
54:25not his fellow officers at Charing Cross.
54:29Inspector Jim Morris, who's Sergeant McIlvenny's boss, seems supportive.
54:34Obviously, it looks like an artist for Joe, so, you know, where you can,
54:41you know, make contact and see how he's doing.
54:45Some female colleagues are less sympathetic.
54:47It was, it was on the cards, because it felt very, very, very, very appropriate.

54:58General, in fact, officers, um, it's highly sexist, it's misogynistic, it's racist.
55:07Another colleague says Sergeant McIlvenny told her he might ask for a character reference.

55:25Before we wrote to the Met, Sergeant McIlvenny told Rory he was back at work in custody.
55:31We don't know the outcome of his disciplinary process.
55:37Three years ago, the Chief Inspector of Constabulary put the Met into special measures,
55:41saying it was failing to meet basic policing standards.
55:46That came to an end in January this year, when the inspector had told the Met it had improved.
55:55After seven months undercover, Rory's time at Charing Cross is over.
56:01Walking out the door today, it was just a weird feeling.
56:03I've come in, I've been in custody for seven months.
56:11My honest assessment is, like, I'm scratching the surface here.
56:15I've met police officers that are racist.
56:16I've met police officers that are misogynistic.
56:18But the reality is, these people don't trust me yet.
56:21And I'm still seeing this evidence.
56:25Reflecting on, you know, what we've just watched, how bad is what you've seen?
56:28It seemed to me that there was quite a lot there that ought to worry Sir Mark Rowley.
56:33And he, I'm sure, will be worried about it.
56:35And I hope very much will want to do something about it.
56:38The only way forward that is going to work is a police force which says,
56:43we have very high standards and values.
56:45They have a discipline about the way they carry out their work.
56:49What struck me was that didn't seem to be present or being inculcated
56:54by the people who were in authority, who were the sergeants.
56:58I've seen enough to say there is a highly toxic culture there
57:03of hypersexualised male behaviour, misogyny, racism and gratuitous, unlawful violence.
57:12This is one thing where the leadership, I think, of the Metropolitan Police
57:16has never really grasped the significance, the scale and impact.
57:21It's always been a rotten apple, not a rotten barrel.
57:24It's about changing the narrative about what constitutes good policing.
57:29What do we want from a police officer in the 21st century?
57:34Rory saw many officers behaving professionally while he was undercover.
57:39The Met's been taking action against what it calls
57:41rogue officers and cultural failings.
57:45But our investigations found evidence of a toxic culture
57:48inside the UK's largest police force, suggesting racist
57:52and misogynistic attitudes haven't been eliminated.
57:56They've been driven underground.
57:59That will make it even more difficult for The Met to root out bad behaviour
