Two teenagers accused of carrying out a “serious, extensive, sustained and highly sophisticated” cyber attack on Transport for London (TfL) have appeared in court.

00:00The two defendants, 19-year-old Tala Jubeir and 18-year-old Owen Flowers, are charged
00:09with conspiring together to commit unauthorised acts against TfL under the Computer Misuse
00:18Act.
00:19Westminster Magistrates Court was told the alleged attack posed significant risk to the
00:27UK economy and London residents.
00:30The National Crime Agency said investigators believe the TfL cyber attack was carried out
00:38by the criminal hacking collective known as Scattered Spider, which has been linked to
00:45other cyber attacks on Jaguar Land Rover and retailers including Marks and Spencers.
00:53Flowers of Walsall in the West Midlands, who was first arrested over the TfL attack in
01:00September of 2024 and then arrested again this week, is also charged with targeting US healthcare
01:08firms.
01:09Jubeir from Tower Hamlet in East London faces an additional charge under the Regulation of
01:17Investigatory Powers Act of failing to disclose the PIN or password of his devices.
01:24Transport for London identified that there had been a cyber attack on the 1st of September
01:30last year in which customer details including names, contact information and Oyster card refund
01:39data including bank details were accessed.
