00:00It used to be in the 70s, 80s, and even the 90s when flash floods were a seldom even non-existent
00:07site in the nation's former capital. Times have apparently changed and in today's site
00:12inspection by the ICI team with Quezon City Mayor as guide, an array of shoddily built
00:18structures, mislocated projects, and the usual phantom sites came into view as our Bernard
00:24Ferrer reports. A total of 331 flood control projects were allocated to Quezon City with
00:33a combined budget of 17 billion pesos. This is based on a report from the Quezon City
00:38local government covering the years 2022 to 2025. Of the total number of projects, 66 were
00:46found to have location errors, 35 of which could not be located. Because of this, the Independent
00:52Commission for Infrastructure, ICI, conducted inspections on several projects in the city
00:57that are suspected of irregularities. This marked the first time that retired Justice Andres
01:03Reyes Jr., former DPWH Secretary Rogelio Singzon, Rosana Fajardo, and Baguio City Mayor Benjamin
01:09Magalong joined forces. They were accompanied by Quezon City Mayor Joy Belmonte in inspecting
01:15several project sites. The first site they visited was the flood control structure at
01:20Culiat Creek in Barangay Project 6, which cost over 48 million pesos. Instead of improving
01:27the flow of water, the creek narrowed further due to the construction. Next, they visited the
01:32Matalahib Creek Pumping Station, which had a budget of nearly 96 million pesos. The project
01:38reportedly caused flooding in communities near the creek. The team also inspected the drainage
01:44system in Barangay Tatalon, where over 48 million pesos was allocated for rehabilitation.
01:49However, initial inspections revealed that no actual rehabilitation took place, only the
01:56drainage system was allegedly repainted. The last site they visited was the ongoing river
02:01capacity enhancement project at a section of the San Juan River. The project cost over
02:06141 million pesos and surprised officials after learning it was divided into 92 phases.
02:12The Quezon City LGU welcomed the ICI's inspections of several flood control projects in the area as
