A Pembroke diner’s bid to serve alcohol as late as 5am at weekends, has been partly given the go-ahead by Pembrokeshire County Council’s licensing sub-committee, who have allowed the application, with conditions in place.
The committe considered the application for a variation of previous conditions at Parkside Diner, Commons Road, at a meeting on September 3.
A previously granted license allows the sale of alcohol from 10am-11pm, with an 11.30pm closure.
The application sought to amend this to include a serving hatch for late night refreshments and sale of alcohol (on and off sales) between midnight and 5am Friday and Saturday; along with sales of alcohol to midnight each other day; and opening hours of 6am-12.30am.
County councillor for the ward, Cllr Jonathan Grimes, who raised concerns about the original application, said that the call for hours as late as 5am was “totally unsuitable and would lead to a rise in antisocial behaviour”.
“In my role as county councillor, I am frequently approached by residents of the ward with concerns over anti-social behaviour in the area around The Commons in Pembroke as well as the Main Street itself” he stated.
Cllr Grimes said that a business selling alcohol late at night in this particular area would be detrimental to the peaceful existence of residential properties and the wider community.
Following representations made at the hearing, which lasted just under an hour - PCC’s licensing committee granted the application in part, with conditions as follows, that on Friday and Saturday nights, the premises can supply late night refreshments until 4am; but that on Friday and Saturday nights from midnight, there will be an SIA registered door person outside the premises until 4am, or when the hatch closes; and that supply of alcohol through the hatched premises after midnight, will be in sealed cans or bottles.

01:11The subcommittee is satisfied on balance that the application as varied by the subcommittee
01:16promotes the licensing objectives and as such can be granted as detailed.
01:20The grant of the application for variation is allowed in part,
01:24limited to the condition and hours as to be set out.
01:28The application as modified is therefore granted.
01:31The conditions, that on Friday and Saturday nights,
01:34the premises can supply alcohol until two o'clock.
01:38That on Friday and Saturday nights,
01:40the premises can supply late night refreshment until four a.m.
01:43that on Friday and Saturday nights from midnight,
01:47there will be an SIA registered doorman outside the premises until four a.m.
01:52or when the hatch closes.
01:54Supply of alcohol through the hatch at the premises after midnight
01:57will be in sealed cans or bottles.
02:01I think that's it.
02:02Subject to the additional conditions being imposed on balance,
02:04the subcommittee considers that the application as made comprehensively promotes
02:08the licensing objectives and the application can be granted.
02:13So it's in part.
