House defers DPWH budget, Dizon gets 1 week to fix it

00:00When I was in a briefing, I was told that I was not able to understand what my budget was.

00:09Even though I was in the government, many of whom I was able to receive,

00:17I was able to receive this until now.

00:21I was able to receive the support of the Honourable Members of Congress

00:26to show us, me and the whole of the government

00:32the members of this budget

00:35so that we can improve and show our people

00:41that we are serious about the changes we want to do in the DPWH.

00:46So now, I'm sorry, I'm not going to present myself.

00:51It's right, Congressman Rufus Rodriguez.

00:54We will just spend all the hours

00:56if I will present a budget that we will also change to help you.

01:01In the exercise of its own exclusive duty,

01:06and within our own competence,

01:11I move, Your Honours, I move Madam Chairperson

01:16to compel and direct DBM and DPWH

01:22to submit within a proper period, perhaps one week or two weeks,

01:27any correction, any new proposals, any new entries in the DPWH budget.

01:34And in the meantime, necessarily, as a consequence, I also move,

01:39I therefore move, to defer or suspend the consideration of the budget hearing

01:44on the proposed budget of the DPWH

01:47to a later date to be determined by the committee.

01:51I so move, Madam Chairperson.

01:57There are two motions.

01:59So I will first rule on the first motion of Representative Delima,

02:04the motion being to compel and direct the DBM and the DPWH

02:09to submit new proposals or revisions within a date,

02:15a duration prescribed by the committee regarding the budget of the DPWH

02:20for fiscal year 2026.

02:23And thereafter, the submitted new proposals and revisions from the DPWH

02:28will be subjected to further deliberations and scrutiny

02:32of the Committee on Appropriations.

02:42The committee, the motion is carried.

02:45The committee thereby compels and directs the DBM and the DPWH

02:51to submit new proposals or revisions within a prescribed period

02:56with regard to the Committee on Appropriations,

03:01their proposals with regard to the amendments to the DPWH budget

03:07for fiscal year 2026.

03:10And thereafter, the said proposals and revisions will be subjected

03:14to further deliberations and scrutiny by the Committee on Appropriations.

03:19Madam Chairperson, before the voting, may I just clarify,

03:26is there a specific period that we have to impose on the compliance

03:32with our order?

03:34I think it's necessary to impose a specific duration or period.

03:39Thank you, Madam Chair.

03:40In terms of the duration, Representative Delima,

03:42I will put into context the schedule of the committee deliberations,

03:48which at the moment we are scheduled to end by September 16,

03:54so that we can move to the plenary thereafter.

03:57So in light of that, we are hoping to schedule the next hearing

04:02of the Department of Public Works and Highways within that week,

04:06the week of September 15 and 16.

04:09So in that case, would the Department of Public Works and Highways

04:14be amenable to a deadline of September 12 for the new revisions

04:20and proposals on the proposed budget for fiscal year 2026?

04:25Yes, Madam Chair. We will submit by September 12, end of the September 12.

04:30Thank you very much, Representative Delima.

04:33Therefore, the motion and the ruling is amended to reflect

04:38that the prescribed period will be seven days

04:41and that the Department of Public Works and Highways

04:43and the Department of Budget and Management

04:45will submit the said revisions and proposals by September 12.
