00:28Sa ating pag-kick off, attorney ng Crime Prevention Week ng nakaraang linggong ito,
00:34ano-ano na po yung mga activities na inilunsad at may kinalaman sa inyong panawagan sa malawakang siguridad at ligtas ng mga komunidad?
00:44Actually, yung inabanggit din namin noong Monday, so tapos na siya kasi noong Wednesday yung aming research colloquium on crime prevention.
00:54So, gaya po nung guest nyo kanina, meron po kaming naging study from criminology students on indicators or mga factors that would promote or promote cyber crime.
01:10So, we had another topic noong aming research colloquium was on evaluating the effectivity of our violence against women and children desk officers at the barangay level.
01:22And then, meron din po kaming nag-present ng kanyang study from a professor from the Mountain Province State University on indigenous practices in peacekeeping.
01:33And, nagkaroon po ng discussion noong between our students, professors, and we also had a representative from actually CICC, Cybercrime, yung kanina pong institution po na nabanggit nyo,
01:44Cybercrime Investigation Coordination Center, who gave their insights naman dun sa study on cybercrime din.
01:51After that colloquium, we also had our community policing in Asia crime prevention webinar featuring best practices on community policing from Japan, yung kanilang Coban system,
02:08yung putting yung mga small stations in different communities, and then yung mentorship nila sa Indonesian police to develop din yung kanilang Indonesian police community policing system.
02:21So, ang tawag ato nila is Pol, I think it's Polmas, so how Japan police have been mentoring yung Indonesian community policing system and how it's been progressing.
02:35I think they began with a pilot project, pilot policing system, community policing system in their resort cities, yung kanilang mga tourist spots,
02:47and then now they're currently cascading and multiplying their community police units in Indonesia.
02:57And just today, we also had the culminating activity, although maiba pa kaming activities by tomorrow,
03:03and then na-postpone lang yung media relations, orientation on our rule on media relations, safety of journalists, freedom of expression, and access to information ng next week.
03:19But today, we had an activity where we recognized the different crime community and service-oriented policing initiated activities of our local government,
03:31or kung hindi man nila initiated but very much well supported.
03:35We chose mga five best practices from CAR, Region Cordillera, Region 5, Region 10, Region 11, and Region 9.
03:48So, we honored the engagement of the local governments with their police and their community in addressing the roots of crime in their area.
03:59So, may gender-based violence, mayroon ding sa environmental crimes, and we also had yung na-postpone nung Monday na kick-off
04:10na magdapat magkakaroon po ng signing yung aming mga Metro Manila mayors, today po natuloy.
04:16So, kinakasama po namin si Mayor Zamora of San Juan, and other representatives of different Metro Manila mayors
04:23who signed their Declaration of Support sa ating National Crime Prevention Week and our Crime Prevention Programs.
04:29And last but not the least, tomorrow, magkakaroon po kami sa West Rembo po ng seminar on crime prevention.
04:37And yun nga po, next week, we'll have the orientation for PIO, Police Information Officers, Public Information Officers of the PNP,
04:47on our rule on media relations, recognizing the need for a better relationship between the police and our media,
04:57in promoting information, and as well as in ensuring that the safety of our journalists in doing their job is ensured.
05:07Sa mga nabanggit nyo na activities, attorney, lalo na po doon sa pagbabahagi mula sa ibang bansa,
05:16ano kaya yung mga pwede nating, ayokong sabihin, kopyahin, gayahin para maipatupad po,
05:22para mas maging ligtas ang ating mga komunidad?
05:26Actually, sir, yung co-ban system nga po ng Japan,
05:30doon din po natin pinaturn in part yung ating community and service-oriented policing na sistema.
05:38Kasi yun po yung pananaw na kailangan maging malapit ang kapulisan natin sa komunidad,
05:45kasi sila po yung, at tinutulungan natin sila sa mga pag-access ng servisyo,
05:51at makasama natin sila sa pagtugon ng kanilang pangangailangan sa pang-araw-araw,
05:55para makita din nila na yung pagtugon po kasi sa mga pangangailangan din,
06:00yung access to government services ng ating mga kababayan,
06:04isa rin yun sa pag-address kasi ng roots of crime.
06:07And yung trust na nabibuild sa ganung relasyon,
06:11yun yung nakakapagpatulong din sa kapulisan na makakuha din ng informasyon at tulong sa ating komunidad.
06:19So, gusto ko lang po magbigay ng isang halimbawa po dun sa mga nanalo na community and service-oriented policing na projects
06:28na din-recognize po namin kaninang umaga sa aming culminating activity,
06:33ang aming Luntiang, I think it was the Project Luntian,
06:39or Luntiang Hardin and Project Green from Region 5.
06:42This involved our police, not just as law enforcers, but they helped law enforcers for criminal laws.
06:51Pero nag-expand po ang kanilang role in terms of environmental laws
06:54kasi sinamahan po nila ngayon ng ating mga Lake Lawa volunteers,
07:00so mga civilians and local government sa mga patrolling sa Laguna Lake
07:06to look out not just for illegal fissures or violators of environmental laws,
07:15tumitingin din sila dun sa mga possible flooding risks, security risks,
07:20na dulot na rin siguro ng climate change.
07:23So, nag-expand sila ng role in collaboration with our local government and our community
07:31in relation to other basic needs and concerns of the community na where they belong.
07:38So, yung ating kapulisan na re-involved po natin dun ay ang ating Sabato sa Laguna.
07:45I think, I'll get back to you on that, pero it was in, sa may Laguna Lake po na city.
07:52Laguna Lake, nasa community sila?
07:54Opo, yung jurisdiction ng police po dun, yung kapartner po nila is the local government in that area.
08:04Pero kasi yung laki ng Laguna Lake.
08:05Attorney, pinapulisan ba nila yung mga flood control projects na hindi na pinapulisan?
08:09Pero kasi community yung pinag-uusapan.
08:11So, paano naiiba yung konsepto ng community policing na ito sa, yung tinilakay sa webinar, no?
08:20Kumpara sa ginagawa nating programa, nabanggit nyo yung Coban, nabanggit nyo yung Dito.
08:24Siyempre, hindi naman yan, sabi nga ni Asik Joey, ayaw natin ng kopyahan, mayroon yung adaptation.
08:29So, ano yung in-adapt natin, ano yung pagkakaiba, ma'am?
08:32Um, maganda yung tanong nyo, no?
08:35Aling yung sa flood control.
08:36Oo, yung sa flood control, eh.
08:38Pero yung kung sinasabi natin yung pagkakaiba dun sa Japan, Japan system, tsaka yung sa atin siguro,
08:43parang meron na po kasi tayong implementing rules and regulations sa ating community and service oriented system.
08:49And mas nagfocus po ang ating sistema, kumpara siguro sa Japan, no?
08:53Yung service, yung pagtugon sa ano ba yung mga pangangailangan,
08:58at yung mga government services, siguro na hindi masyado natutugunan ng ating mga komunidad sa,
09:06kunyari, sa geographically isolated and depressed, disadvantaged areas.
09:12Na, kunyari, yung kagaya ng kung walang kuryente,
09:16syempre, mas prone yun to crime or malayo ang mga CRA nasa labas.
09:23So, sometimes yung mga babae, kung kailangan palumabas,
09:26nagiging mas vulnerable sila to gender-based violence.
09:29So, yung ganung pagtugon sa pangangailangan,
09:32medyo yun yung isang, I think, mas focused ang sistema natin.
09:38Kasi, like, just to give another example of one of the projects that we recognized this morning,
09:44yung Liwanag sa Dilim from Region 2,
09:46which was a partnership with the local government and the Quirino Police Station
09:50and the community on, it was another Gida, another geographically isolated area,
09:56yun na barangay, yung in-adopt nila na area,
10:00and wala nga pong ilaw.
10:01Kerosene ang kanilang ilaw dun sa lugar.
10:04So, ang isang naging tugon nung itong partnership ng local government and our police
10:09is, and DOST, actually, the local DOST,
10:13is to find a more affordable and sustainable electricity source for the community.
10:20So, ngayon, nasa stage na sila ng bidding.
10:24Oh, ayan, ayan.
10:25But actually, going back to your point on how does community policing help in monitoring flood,
10:32flood, control projects, and possible corruption is reporting them.
10:39Oh, may role.
10:40Opo, which I, and going back to media's role, we really appreciate the features that you had earlier
10:48na you talked about who to report to, what to report, what kinds of types of information that our authorities need.
10:58Kasi nga, yung mga, syempre, tayo nataga sa isang lugar, tayo yung nakakaramdam
11:04kung gumana po, talaga po bang gumana yung proyekto na pinondohan.
11:10Correct. Sa grassroots.
11:11Opo, sa realidad, sa pang-araw-araw natin na paggamit ng mga infrastruktura.
11:16Gano'ng katagal ba bago sya natapos? Yung mga ganun pong bagay.
11:21At nandun ba sya?
11:22At, ghost, yes. Meron ba talagang naganap na proyekto? Tama po, sir.
11:27So, makialam, maging maalam, magmasid tayo sa ating mga environment,
11:33makialam, at makipag-ugnayan po sa ating gobyerno.
