00:00Today, after 268 years later, the United National Congress Government, led by the Honorable Prime Minister, Ms. Kamala Poussad-Bissessa, has taken the historical decision to decommission the Port of Spain prison.
00:20Two hundred and sixty-eight years later, I am pleased to announce this.
00:30This facility has been reportedly condemned by courts, has been unfit for housing prisoners, and has cost the state millions of dollars in damages for breaches of the constitutional rights of persons.
00:50This facility is an eyesore.
00:57When you come into Trinidad and Tobago on arrival here, and you go to the city, people take you to the prison.
01:07They often ask you, you have persons in there?
01:13And the answer is yes.
01:14Rather than continuing paying compensation to prisoners for breach of the constitutional rights by housing them in facilities that is subhuman and degrading,
01:29the government will save money and invest instead in a state-of-the-art prison facility modernized to assist in rehabilitation and restorative justice.
01:50The Prime Minister of Trinidad and Tobago instructed us to consult with persons in and around Port of Spain.
02:04And let me tell you this, we have the support of the Chamber
02:10and the business community in and around Port of Spain.
02:19This is long overdue.
02:22This will be done in four phases.
02:26When you look at it,
02:26The first phase will be, in fact, removing prisoners from Port of Spain to the maximum security prison in Aruka.
