A Sydney mother has come to pick up her child from a childcare centre in Bangor, only to realise he wasn't there. It took at least two hours before her arrival alerted the centre to the terrible mistake – they had given her child to another man. Now other parents and ex-staff are saying years of poor management at the centre have led to this outcome.

00:20She says everything there was fine until it changed ownership two years ago.
00:25There was an immediate decline of care within the center and we were leaving our children with casual staff on a daily basis.
00:33This wasn't the first mistake at this child care center either.
00:37Last year another child was grabbed by the hand so hard that his wrist was injured.
00:42I was only notified seven weeks after my son was handled very physically by an educator.
00:50First Steps Learning Academy stood down the educator who handed the wrong child to the wrong adult.
00:56We sincerely apologize to the families directly involved in this deeply upsetting and isolated incident.
01:03The center also says it has updated its pick up and drop off protocols.
01:08Forty children are looked after here every day and the owners run ten other child care centers across Sydney.
01:15What I can assure the community is that there is an investigation underway by the regulator.
01:20The regulator says it's a deeply concerning and serious incident and that it will not hesitate to act to protect children.
