What can Europe do to better defend against GPS interference from Russia?

In a letter dated May 2025, European ministers reported that GPS jamming and spoofing had been observed since 2022 in the Baltic Sea region, mainly from Russia and Belarus.

00:00Europe is experiencing a surge in GPS jamming to the east and around the Baltic Sea,
00:10particularly near airports and critical infrastructures.
00:13The plane-carrying European Commission President Ursula von der Leyen suffered GPS interference
00:19while landing in Bulgaria on Sunday.
00:22The Bulgarian authorities suspect Russian interference, according to Brussels.
00:26Since the beginning of the war, of the invasion of Ukraine by Russia, so since February 2022,
00:33there has been a considerable and very notable increase in GNSS jamming
00:41and recently spoofing occurrences in Bulgaria and in the eastern flank from Finland to Cyprus,
00:50impacting EU aircraft and vessels.
00:54Last year, the plane-carrying former British Defence Secretary Grant Shapps also suffered GPS interference
01:01in the vicinity of the Kaliningrad enclave, where Russian jamming systems are believed to have been installed.
01:07There are several types of GPS interference.
01:10GPS jamming is basically creating radio noise to override the receiver from receiving any information from a satellite signal.
01:23That is usually what is understood as GPS jamming.
01:27GPS spoofing is more manipulative.
01:32It involves injecting false signals to give the receiver misleading information, whether it's navigation information, position information.
01:44GPS jamming is a hybrid warfare or electronic warfare technique used by Russia.
01:50It has been used to harass, intimidate neighbouring countries in the north of Norway, in Finnmark.
02:00There's been lots of GPS jamming of ambulance planes and forestry operations.
02:12Air passengers can rest assured that pilots are trained to cope with such scenarios and are familiar with alternative navigation methods.
02:21For his part, Defence Commissioner Andreas Kobilius declared on X that the EU would increase the number of satellites in low-Earth orbit to better detect interference.
