A shooting at a Catholic church full of school children in Minneapolis has prompted calls for action by Minnesota's elected officials. But translating action into policy may be difficult in a state that mirrors the nation's partisan divisions and split opinions on how best to prevent mass shootings.

00:14Families in Minneapolis are mourning.
00:18Our Greater Annunciation Fellowship is mourning.
00:22Our entire city is united in grief, and at the same time,
00:26based on this incredible group of people that has assembled here in City Hall,
00:31we are also united in action.
00:35We need a statewide and a federal ban on assault weapons.
00:43We need a statewide and a federal ban on high-capacity magazines.
00:49There is no reason that someone should be able to reel off 30 shots
01:06before they even have to reload.
01:09We're not talking about your father's hunting rifle here.
01:13We're talking about guns that are built to pierce armor and kill people.
01:20To the extent other levels of government are either unwilling or unable to keep cities safe,
01:30let us do it ourselves.
01:33We are responsible for 435,000 residents that call Minneapolis home,
01:41and many more that come and go.
01:45I think we'd be happy to ban assault rifles here in Minneapolis.
01:52I know we'd be happy to prevent a next mass shooting from taking place.
01:58We cannot call ourselves a free country when parents cannot send their kids to school
02:04without wondering if they will come home alive.
02:08Sending kids to school should not mean sending them into a war zone.
02:12Enough is enough.
02:14Our children deserve better.
02:17Our teachers deserve better.
02:19Our communities deserve better.
02:22And we know that this is not a uniquely Minnesota issue.
02:28It is a national issue.
02:30And as our Congresswoman Omar said over and over again,
02:34and has said, we need a national solution.
02:37So we are going to get to work here in Minnesota.
02:39We have been getting to work behind me,
02:41whether it's Representative Frazier, Representative Moeller,
02:44and many others that my colleague Senator Mohamed mentioned,
02:48have been working night and day, years after years.
02:52And we are going to get it done.
02:54But what we know is Washington has to solve this problem with us.
