00:00Members of the House Committee on Human Rights bewailed the slothful pace in the resolution of the case or in the case of the missing cockfighters.
00:08A panel member wondered aloud how the case's status is still in the preliminary probe phase as we hear more from our Harley Valbuena.
00:17As the investigation of House Committee on Human Rights on the issue of missing sabongeros starts,
00:23Committee Chairman and Manila 6 District Representative Benia Bante questioned the seemingly slow process of filing of cases in courts.
00:34This is in line with the Department of Justice's report that seven charges against 62 individuals still under preliminary investigation have yet to be filed.
00:45Wala pa talaga kayong na-file na charges. All of them are under investigation.
00:50Justice delayed is injustice and justice denied, correct?
00:56Yes, sir.
00:57The DOJ explained that PNPCIDG filed the complaints just this August and a preliminary investigation is needed before issuing a resolution whether to elevate the charges in court.
01:11Among the 62 charged are 18 policemen tagged by whistleblower Julie Dondon Patidongan.
01:18Meanwhile, ML Partilist Rep. Leila Dilima also questioned why Patidongan is not yet placed under the DOJ's Witness Protection Program.
01:30There's no official coverage for Witness Protection Program for our witnesses yet.
01:36No official coverage yet, notwithstanding the very importance and the urgency of the matter.
01:42I think there's no doubt that something like this is definitely urgent and we expect of course DOJ to act swiftly.
01:52The Justice Department said that Patidongan also faces a kidnapping case on missing Sabongeros and it is still being studied whether he is qualified to turn state witness.
02:04On the retrieval operations in Tal Lake, Philippine Coast Guard reported that 401 pieces of human skeletal remains were recovered from 17 different locations of the lake.
02:17In the issue of East Sabong, Cybercrime Investigation and Coordinating Center or CICC reported that since 2023, over 52,000 East Sabong sites and domains were shot down.
02:31But CICC admitted that after sites were taken down, East Sabong operators will just set up new sites in just minutes.
02:41This is why a congressman also questioned why no arrests on East Sabong operators were made.
02:47CICC and PNP Anti-Cybercrime Group responded.
02:51Internet offers anonymity to users.
02:54So yung mga kriminal ho natin are using these technologies.
02:58May virtual private network po sila, meron po silang anonymy tools para hindi naman po sila makikilala.
03:05And most of these online Sabong platforms are actually hosted outside of the Philippines.
03:12They use alternative or backup websites after blocking of NTC.
03:17And advanced users can still access NTC block websites through domain name system configurations.
03:25The PNP-ACG added that under current laws, no provision states clear penalties for live streaming or broadcast of cockfight.
03:36CICC and PNP-ACG are already coordinating with National Telecommunications Commission and telco companies to quickly detect and block East Sabong sites.
03:47It is also working with online money platforms and Banko Sentral ng Pilipinas to stop the flow of money on East Sabong.
