00:48The allegation is you've tried to run over your ex-partner.

01:31Car pounds play a vital role in keeping cars without the proper credentials off our streets.
01:40But these vehicle lock-ups have another purpose.
01:44Their SOCO, or scene-of-crime areas,
01:47look after cars that the police suspect may hold vital evidence
01:50to get serious criminals back to rights.

01:57Today in Surrey, PC Liam Wilson is en route to a potentially life-threatening call-out
02:03that may result in just such a vehicle seizure.
02:06So we're looking for a vehicle that's been involved in an attempted murder.
02:11We've got some information that the driver has got some known associates in the local area.
02:18So we're just making progress now to see if we can locate and secure that vehicle.
02:22The information is that the driver's tried to run over his ex-partner.
02:26Reports have come in that the suspect has been spotted at a nearby address.
02:30But PC Wilson has no way of knowing how long he'll be stopping.
02:34So he needs to get there fast.
02:36We need to be getting DNA to prove or disprove that person's involvement in the offence.
02:40And it could contain vital bits of evidence inside that vehicle,
02:43mobile phones, documentation, etc.
02:46that we need to get a hold of that may be able to prove or disprove any involvement in the offence.
02:52Steve from CMG details the plan for preserving any evidence that the suspect's vehicle may contain.
02:58When a car comes in for Socko, we recover it by ideally not touching anything that could contaminate the vehicle.
03:05So we will winch the vehicle on.

03:12You don't move the seats.
03:13And then when we get it back here, we'll unload it with the forklift and roll it into the Socko Bay,
03:19where it's in there, it's preserved, until the Scenes of Crimes team can come in and fingerprint it
03:24or do whatever they need to do.

03:29it's not long before PC Wilson reaches the suspect's alleged location.

04:19We're in position to make sure that this vehicle doesn't leave
04:21or we're in a position to intercept it should it start to make off,
04:25but we're getting all the relevant resources in place now to intercept this vehicle.
04:27Obviously, attempted murder carries quite a hefty prison sentence,
04:31so it's imperative that we try and get hold of this male as soon as we can
04:35and seize the vehicle to obtain the best evidence possible.
04:41It all gets quite exciting because you're like you're on a stakeout.
04:45But with no sign of backup yet
04:47and a suspected attempted murder at risk of appearing at any moment,
04:52PC Wilson has got to keep his nerves and his wits firmly about him.
04:55In short, we're not doing anything until the next come back to this.

11:08In Northamptonshire, it's a really important day for trainee police officers.
11:13So today we're doing a student officer site.
11:15We have about 30 students.
11:17It's just, all today's about is getting some of their confidence
11:21and building their knowledge around traffic offences.
11:24And obviously a day of enforcement is always good in terms of, you know,
11:28making sure everyone's got what they need when they're on the roads.
11:30As well as on-the-job training,
11:32they will be building one of their most important relationships
11:35with the in-house Car Pound staff.

11:46And as the Car Pound readies itself for a very busy day,
11:49the police are out on the street making all that work.
11:52One of the first that gets pulled over
11:54is this flatbed truck with no covering over its load.

12:00Yeah, that's not a secure load.
12:02It should have a tarp over it,
12:03something tied down to the bed to stop any of that coming out.
12:07If that hits a bump or, you know, a strong wind,
12:10some of that blows out into a road.
12:12It's going to cause someone some injury
12:14or it's going to cause a collision.
12:15It could make somebody swerve, that's the thing.
12:17So something like this, a tarpaulin sheet over it.
12:20The basic principle that we work to on the local side of things,
12:24if this vehicle went on its side,
12:25if we put it back on its wheels again,
12:28is there going to be any of this still left on the road?

12:32The answer at the moment is yes,

12:36This truck might be the first of the day to go to the Car Pound,
12:40but the driver has one last chance.

12:44then we'll give him the opportunity to put a tarp over it.
12:48If he doesn't, we do have the option to prohibit the vehicle,
12:53a prohibition notice, PG-9.

13:15This van lacks the correct insurance,
13:18and police officer Lee explains to one of the recruits
13:21just how important the Car Pounds really are
13:24in the ongoing fight against traffic offences.

14:04So, yeah, just so that we cover everything ourselves.

14:09and then all the checks and stuff get done
14:11and then it's good to go, basically.

14:19The key thing here is the insurance company
14:21knowing that it's being driven by somebody that's uninsured.
14:24And as the driver walks away from a van he's not insured to drive,
14:30heading towards it in a fully insured van all of his own
14:33is Steve to collect the vehicle and return it to the pound.
14:38There's no doubt about it.
14:40It's going to be a busy day today.
14:42These operations create a lot of work for us.
14:44It's good to start getting to know some of the new officers
14:48that they're training
14:49because some of them we'll work with for a number of years.

15:24is, of course, secure the original load

26:56PC Wilson is now ready to turn his attention to the vehicle in question.

27:05Before PC Wilson tries entering the car to get it to the pound,
27:09training kicks in again.
27:11It's checked for any visible weapons,
27:13chemicals,
27:14or even rigged explosives.
27:15Happy it's safe to proceed,
27:23a rudimentary search is then carried out at the scene.
27:27So we're just looking for any weapons or anything that might be used in the offence,
27:32any mobile phones that might need seizing,
27:35that can prove their location in the area at the time.
27:39So we're just having a look through the car now.
27:43Search is complete,
27:44and the suspect on his way to the station.
27:47You take him to custody and I'll take him with the car.

28:30The suspect was taken to the station and the investigation is now with the Met Police.
28:40There are almost half a million lorries and HGVs driving up and down the UK each year.
28:47The Driver and Vehicle Standards Agency, or DVSA, helps ensure these monster trucks are being driven safely and responsibly.
28:56A regular check is to make sure lorries don't carry more weight than they're permitted,
29:00like traffic examiner Wayne has found in Preston.
29:04We'll deal with the problem first and foremost.
29:06You're overloaded today.
29:07You're over a tonne, 1,220 kilos over on your steer axle.
29:12You do not have to say anything, but it may harm your defence if you do not mention when questioned,
29:16something which you later rely on in court.
29:19Anything you do say may be given in evidence.
29:21You are not under arrest.
29:23You do not have to stay here, and you may obtain legal advice at your own cost if you wish.

29:30Traffic examiner Jenny has an issue that won't be resolved by putting the HGV on the scales.
29:35She's waiting for a car transporter that doesn't seem to be linked to an operator.
29:39So here, it may not be the driver that's in trouble.
29:42HGVs without a valid operator's licence can be seized, and then after 21 days, sold or disposed of.
29:50If it's a new operator, whether you're aware of the operating licence system.
29:55If it's an existing operator, why haven't they got a licence on?
29:59Which, depending on the circumstances, it could be that the vehicle should be impounded.
30:04While looking to discover why this HGV doesn't have a licence,
30:07Jenny will also be performing a full check of the vehicle.
30:11Turn it off, but leave the ignition on.
30:12Drivers of trucks and buses and coaches are subject to driver's hours rules and regulations.
30:23And the way these are monitored is by use of a tack graph.
30:26So this is a piece of equipment that's fitted into the vehicle.
30:29And each driver is given a unique to themselves card.
30:35And they use this card to record all their driving, work, rest, break periods.
30:41Can you jump out while I just do your tack graph?
30:43The reason a tack graph could save a life is because it restricts the driver to what sort of driving they can do.
30:51For example, it enforces them to take regular breaks,
30:55and it also enforces them to make sure that they take proper rest at the end of each shift.
31:01Because as I said before, a tired driver can be very dangerous to other road users and himself.
31:06All I'm going to do is, first of all, eject his driver card so that I can read that in the office.
31:18The reason we eject them is just to make sure,
31:21because we do have cases where someone will be using someone else's card.
31:24So it's always good to get the card out and then just check,
31:27cross-reference with the person's face to make sure it is the same person, which it is.
31:33And then we put my card in, which allows us to download the vehicle unit data.
31:40Jenny continues by asking for some fairly standard documents.
31:44Do you have the, um, the insurance for the vehicle?
31:49The documents?
31:51No paperwork?
31:54Right.
31:55The irregularities start to pile up,
31:58but the big offence here is the lack of operator's licence.
32:01Um, what we're just checking is the operator licence that's on display in the window.
32:08This vehicle isn't on their licence any longer.
32:11So we're just a bit curious as to why it was removed off the licence and now it's been put back on.
32:15So now we need to make some further enquiries to find out what's going on.
32:20There's also, we have various intel on it,
32:22which is why we've got our vehicle examiner just making sure, uh,
32:25where we've had intel that they're perhaps using magnets.
32:29A magnet goes on the sender unit,
32:31which stops the signal going to the tachograph,
32:33which means the vehicle will show that it's in rest
32:37when actually it's been driven along the road,
32:40which is another way of how they circumvent the rules and regulations as well.
32:43So I just go and have a look at his digicard.
32:45One in three HGV drivers in the UK and continental Europe
32:49have admitted to falling asleep at the wheel,
32:52while 27% said they'd nearly crashed due to driver fatigue.
32:56This operator has been on the DVSA's radar for a while,
32:59as examiner Colin explains.
33:01Well, this one, it's on a national target register, right,
33:04to say that, you know, we have information to suggest
33:06that there are problems with this company.
33:09We have problems with them using interference devices
33:12to interfere with the tachograph recording equipment.
33:14We also have information that suggests
33:16that they might be falsifying records
33:18and also using vehicles that aren't actually on the licence as well.
33:21Though it looks like this investigation might take some time,
33:24it's not long until Jenny spots something.
33:26Ooh!
33:30Colin, you've seen what they've just done?
33:32Coming up, things get heated in Northamptonshire.
33:36You are going to kill yourself with the way that you're riding.
33:45In Preston, DVSA traffic examiner Jenny
33:49has been investigating an HGV
33:51that appears to be on the road without an operator's licence,
33:54or at least it didn't have one until a moment ago.
33:58He wasn't on the licence up until I sat down,
34:01and then when I've just sat down and it's just refreshed
34:04and they've automatically put it back onto the licence.
34:08An operator may attempt to hide a vehicle
34:10to circumvent the limit that's been put on them
34:13for how many vehicles they can have by the traffic commissioner,
34:16and then this gives them an unfair competitive advantage
34:21in the business world
34:22by undercutting other operators
34:25as they can give a cheaper contract.
34:28Back at the HGV, Jenny finds another irregularity.
34:33The tachograph contains a registration number
34:35that doesn't match that of the car transporter.
34:38Wrong reg on...
34:40Yeah, so it's not properly fitted.
34:44No.
34:46When I've downloaded the vehicle unit data,
34:50it doesn't match up what I've got for the front registration.
34:53And it doesn't end there.
34:56Something's up with the tyres too.
34:58315, 60, wrong size as well.
35:01So the reason you put the different size of tyre
35:03on after the calibrator is because you have a larger tyre
35:05that allows you to go faster.
35:08So it might only be four or five kilometres an hour,
35:11but four or five kilometres an hour over the space of a day,
35:13over a week, over a month or more like that,
35:16allows you to travel further in less time,
35:18so it's unfair competition for the rest of the industry.
35:20All these different ways
35:24of circumventing the rules and regulations.
35:28We want to know why it's being driven without a card
35:30and also we want to know
35:33why it wasn't on the licence to start with
35:35and then miraculously put it on the licence when we stopped it,
35:39why it's not got the correct reg,
35:41why the tachoe's not fitted properly
35:43and why it's running on the wrong tyre size as well.
35:46Because these offences aren't actually...
35:48Unfortunately, the driver can't be classed as culpable for them
35:51because he wouldn't be aware of them.
35:53So it would be unjust to give him a fine for that
35:57because he wouldn't be aware
35:58that perhaps the vehicle wasn't calibrated as it should be.
36:02But the operator does need to be held liable
36:06for making sure that he is...
36:08There's certain criteria in their operator's licence
36:11that they need to abide by.
36:13They need to make sure that the tachographs are correct.
36:15They need to make sure that everything's calibrated correctly as well.
36:19And they also need to make sure that all vehicles are on the licence
36:22so they're not using more than what they're authorised to do.
36:25Jenny now needs to let the driver and his co-pilot
36:28know what her detective work has revealed.
36:30Now, the problems that you've got, if I just show you,
36:34this is your tachograph calibration certificate.
36:38And if you look, your vehicle reg, if I just find it,
36:43if you look there, that's the vehicle reg there,
36:47which is not the same as what's on the vehicle
36:49and we need to tally.
36:51And then if I... Sorry.

36:59OK, on your last calibration certificate here,
37:06it's saying that the tyre size is 315.60
37:10and your tyre size is 385.65.
37:14They should match.

37:23the tachograph's not properly fitted.
37:25So they have seven days.
37:26So not immediately, seven days to rectify it
37:30and then email the calibration certificate
37:32to this email address here, which is mine.
37:35If they don't do it within seven days
37:37and it's still on the road...
