00:06Nicolás Torre III. Marcos, who is the police's commander-in-chief, ordered Torre's removal from
00:12his post in a directive dated August 25. He was replaced by Deputy Chief for Administration,
00:18Police Lieutenant General Jose Melencho Nartates Jr. Interior and Local Government and Napolcom
00:24Chairperson John Vicremulia confirms to Rappler that the commission, which oversees the national
00:29police, has overturned some of Torre's reassignments. This includes Nartates' supposed
00:34transfer from being the PNP's No. 2 cop to police commander of Western Mindanao.
00:40Remulia also confirms that Napolcom released a memo stating that all appointments and
00:44assignments of Level 3 officers, from police colonels to police generals, should undergo
00:50Napolcom review. Nartates, who will replace Torres, is the second-highest-ranking officer of the
00:56Philippine National Police. Just like the former PNP chiefs Rodolfo Azurin Jr. and Benjamin
01:01Acorda Jr., Nartates is a nilocano like the president. He is set to retire on March 19,
