00:06moment of silence. And joining me right now is CES45, a New Orleans-based community leader
00:13involved with that, and actually the founder of New Orleans Katrina Commemoration. CES,
00:19we appreciate you taking this time on this Sunday to join us here on Life Now from Fox.
00:24Thank you, Stephanie. Glad to be here.
00:26You are a very active community leader in New Orleans, and Katrina is a very personal experience
00:35for you. The remembrance also very near and dear to your heart. Can you share a little bit more about
00:41why this is so important to continue to remember 20 years later? Yes, we have a number of different
00:51events that's happening. And the Katrina anniversary is one that we started, you know,
01:0319 years ago in 2006 when we did the first annual Katrina March and Second Line. But it was because
01:10of the citizens who were impacted and were devastated left on those, you know, rooftops and
01:18in front of, you know, the Superdome and the convention center. Some of those folks, there was
01:23so much, you know, tragedy and, you know, you know, it was just traumatic for them. And so being that,
01:30you know, I have a voice in this city from being a, you know, a hip hop artist, we said, let's do
01:37something for the first annual event. We did this commemoration. We honored the names of the folks
01:43who passed, who lost their lives. And we've been doing it ever since because we want to stay New
01:49Orleanians. We want to be in this city and a lot of the parts of the city was devastated. The floodwaters
01:56that, you know, just ravaged a lot of homes. People didn't think we would come back, but the city
02:02and the citizens came back. I just want to thank the citizens of New Orleans for coming back and
02:06making New Orleans what it is today. And there is such an incredible spirit in New Orleans,
02:11a Friday, of course, marking 20 years. The healing process says is one that is still very much ongoing.
02:20There is no timeline for grief and for healing. What are the conversations that you've been having
02:25with folks there in New Orleans as we look ahead to Friday? Yeah, so there's a lot of mixed emotions
02:33from different people. So some people, you know, it's just traumatic. Some people don't want to relive
02:38it. And there are some people who appreciate the opportunity to, you know, share the memories of their
02:45lost loved ones. So sometimes, you know, when a tragedy happens, you know, that, you know, a lot of people
02:53don't remember that loved ones. So the anniversary of Katrina for people who lost kids, who lost
02:58parents, who lost grandparents, this is another opportunity 20 years later to remember, you know,
03:04that particular person. And like I said, they have some people who just, they lost it all. And they
03:09don't want to relive the memory of Katrina. But we commemorate it. And we also lift up the people who
03:16came back. And so we have a national moment of silence at 1120 a.m. this Friday. So we're asking
03:23everybody to log on to Katrina20.com for more information. And then they can meet us at 11 a.m.
03:29in the Lord Night Water on Jordan Avenue in North Galveston and then come together as a city. And we have
03:36a rally after that as well. Tomorrow we have a big press conference announcing everything. But
03:42the citizens, they're feeling like the event is real special, is monumental. And so they are coming
03:50together also because it's 20 years later. And a lot of folks, some don't even realize it's been 20
03:57years. So it's like, it's been 20 years already. Yeah, because some parts still look like last week
04:02was Katrina in the city. And then some parts have had some progress as well. Yeah. And the rebuilding
04:08effort also continues to be ongoing. You mentioned the 60 second moment of silence nationwide to allow
04:15people the opportunity to remember and reflect and possibly look ahead. I know that there's going
04:22to be a big press conference tomorrow. There's also, you know, a push to create a national Katrina
04:29remembrance holiday. You mentioned that some people don't want to remember because it's just
04:34so traumatic. Others really do to honor those who lost their lives and the thousands of other families
04:40displaced. But can you can you talk about the importance of, you know, this effort in order
04:46to create this national day of remembrance? Yes. So in April, we went to Baton Rouge, the state
04:54capital here in Louisiana. And state representative Alonzo Knox was able to make a resolution to make
05:01August 29th Katrina Day. And then June 12th, we went to City Hall in New Orleans and passed the ordinance
05:09to make August 29th a city holiday. And it unanimously passed. And now we want it to be so but with that
05:18passing of a city holiday to this year be the first city holiday on August 29th, only city employees get
05:25the day off. And so over the years when we do the commemoration, folks have to decide on going to work,
05:32sending their kids to school or remembering their lost loved one. So we wanted to make it a city holiday,
05:39a state holiday where folks will get the day off and they don't have to decide, do I go to work or do
05:45I remember my lost loved one? And so we're pushing, we're asking, you know, all of the members of the
05:51state Senate, and then also the Congress to get behind this legislation and make it official.
05:58And you were mentioning people are going to have to, you know, choose between all of this. I also
06:03wanted to talk about, and you mentioned this, the strength of the residents there in New Orleans,
06:09the resilience, the hope that remains, the spirit there is incredible. This was an event that changed
06:18the lives of everyone. Everyone in New Orleans was touched in some shape or form. Can you talk about
06:25the significance of that day nearly 20 years ago and how you've seen New Orleans and its spirit evolve
06:33over the last 20 years? Yeah, so, you know, we are clear here in New Orleans that, you know,
06:41the hurricane passed. It was the failures of the levee that, you know, destroyed this city. And so
06:48many people were displaced. And it was, you know, a lot of poverty in this city, you know, even pre-Katrina.
06:55And so a lot of people couldn't evacuate. And I think that was, you know, some of the devastation
07:01and the devastating things that happened. We saw, you know, people who couldn't evacuate have no
07:07opportunity to get out. And, you know, over the years, folks who went to Houston and Dallas and
07:14Atlanta, they got a one-way ticket and it was hard for them to come back. And so we are here in this
07:20city and we've been here in, you know, late 2005, 2006, ongoing to make sure when folks come here,
07:28because they love the hospitality of New Orleans, but we love the culture, you know, here in this city.
07:33So we want to make sure that we keep our culture and maintain our culture and also
07:38create this atmosphere in New Orleans where folks can thrive and be prosperous in the city.
07:44And so we have a lot of success stories also post-Katrina, a lot of people who came back,
07:50boots on the ground, did the hard work, a lot of different community organizations who are doing work
07:55like Youth Day NOLA, which is a monthly event that happens in different North parks where we go around
08:02all over the city just showing love to the community. And this organization, New Orleans
08:07Katrina Commemoration, we've been working tirelessly all 2025. So when folks come here this Friday,
08:14August 29th, they'll see a commemoration for the 20th anniversary on a high level. And the people
08:21in this city, you know, we keep, you know, fighting, we keep working, we're rebuilding this city
08:28so it can be better than the previous, you know, 20 years. New Orleans definitely changing and evolving,
08:36but the soul still there intact. Cess, we appreciate you taking the time on this Sunday to join us here

12:01The group, though, that filed this lawsuit argues that the new maps consist of intentional discrimination.
12:10Meanwhile, we did want to share a little bit more as the Texas Senate did approve the new bill to redraw the state's congressional maps,
12:18which would help the GOP maintain their slim majority in the U.S. House of Representatives.
12:24Texas state senators adopted the bill on a party line vote of 18 to 11.
12:30And for more on this, we do go to a report filed by Fox News correspondent Garrett Tenney.
12:35There being 18 eyes, 11 days, House Bill 4 has finally passed.
12:45After a more than nine-hour debate, the Texas Senate gave final approval to a new Republican-leaning congressional map early Saturday.
12:53Members are here today on a Friday night, on a weekend, after a long two or three sessions, giving their time to the process.
13:04It's disrespectful.
13:05The redistricting bill, requested by President Donald Trump, will help the GOP flip five seats held by Democrats in next year's midterm elections.
13:13The bill now heads to Texas Governor Greg Abbott, who says he will, quote, swiftly sign the bill into law.
13:18Its passage comes after Texas House Democrats delayed the effort for two weeks by fleeing the state and sparking a wave of redistricting efforts across the country,
13:29including in California, where Democratic Governor Gavin Newsom signed legislation calling for a special election in November,
13:36when California voters will have their say on a new redrawn congressional map designed to give Democrats five more House seats in 2026.
13:45This was not something six weeks ago that I ever imagined we would be doing.
13:49This was a reaction to an assault on our democracy in Texas.
13:55Democrats and other outside groups are now preparing to challenge Texas' new map in court,
13:59arguing it violates the Voting Rights Act.

14:08This is a live look from Los Angeles, and you are hearing from Garrett's report right there in California.
14:15Voters will decide in November whether to approve a redrawn congressional map designed to help Democrats win five more U.S. House seats next year,
14:24this after Texas Republicans advanced their own redrawn map.
14:29California lawmakers voted mostly along party lines Thursday to approve legislation calling for that special election.
14:36Democratic Governor Gavin Newsom, who has led the campaign in favor of the map, then quickly signed it.
14:42Republicans have filed a lawsuit calling for a federal investigation into the plan, promising to fight the measure at the ballot box as well.
14:53We are going to step away for another break, but after that, I did want to play out Governor Newsom's remarks after he signed that legislation.
18:11Good afternoon, everybody.
18:17here with many of our legislative colleagues, and proud to be here with Pro Tem McGuire
18:23and, of course, our governor, Mr. Gavin Newsom.
18:28This is a dangerous moment for our country, and we are here to meet that moment as Californians,
18:37as legislators.
18:39President Trump doesn't believe in our democratic system, and it's clear that he'll do whatever
18:47it takes to hold onto power.
18:52That's what we saw on January 6th.
18:55He couldn't handle losing, so he sent a violent mob that terrorized our nation's capital, all
19:03to stop the peaceful transition of power.
19:08What happened yesterday in Texas is the same dangerous playbook.
19:14His MAGA allies in that state just gave themselves five more House seats at Trump's order.
19:25They want to rig the system so that there's no way Republicans can lose in the 2026 midterm
19:32elections.
19:33Let's call it what it is.
19:35Donald Trump and Republicans don't want to be held accountable by voters.
19:41Not in California.
19:42Not anywhere, actually, in this country.
19:46They want to be held accountable for cutting Medicare, Medicaid.
19:51They want to be held accountable for reckless tariffs that are raising prices at the grocery
19:56store every single day and on many other goods.
20:01They don't want to be held accountable for illegal ICE raids that are terrorizing our neighborhoods.
20:10They don't want to be held accountable for the corruption that sees Donald Trump, his family,
20:15his closest friends, raking millions of dollars while everyone else struggles to get by in
20:21this country.
20:23The list goes on and on and on.
20:26Of course, Donald Trump doesn't want to be held accountable for his failures in this
20:32next election.
20:34That's why he is trying to rig it.
20:37Well, Mr. President, here in California, we are going to hold you accountable for your
20:44failures and we will do whatever it takes to preserve American democracy and ensure that
20:51voters can still let you know in 2026 what they think of your job performance.
20:59And this bill is a temporary measure in response to an urgent threat.
21:08Californians can see that threat.
21:10Why?
21:11Because we are living through the consequences of Trump's policies every single day.
21:18But today, we are giving every California the opportunity to say no to Donald Trump's
21:23power grab and to stand up for our people, for our state, and for our democracy.
21:30And with that, I want to invite up here Senate Pro Tem Mike McGuire.
21:36Well, good afternoon.
21:41I want to take a moment to acknowledge Speaker Revis.
21:44I've said it before, and I'm going to say it again, and I'll continue to say it.
21:47He is one of the best in the nation.
21:49We are so grateful that he is helping lead California, and I'm grateful to call him a
21:53partner and a friend.
21:54And thank you so much, Mr. Speaker, for all your work.
21:57I want to acknowledge the governor, the governor who has had the backbone to be able to stand
22:03up against Donald Trump, one of the few.
22:08And accountability is coming, thanks to California.
22:12I also want to acknowledge the senators, the assembly members who have moved this historic
22:16legislation forward today.
22:18And we are here this afternoon because we're putting our faith in our fellow Californians
22:25to do the sacred duty to walk into the voting booth, sit at their kitchen table, and do their
22:32best to do the right thing.
22:35Cast their vote in one of the most consequential elections that we will have in our lifetime.
22:41And let's be honest, let's get through the rhetoric.
22:45We all know we wouldn't be here in this situation if it weren't for the nefarious actions of Republican
22:50leaders in Texas and their boss, Donald Trump, actions of Republicans in Texas that have now
22:58been compounded by inaction from Republicans in California.
23:06Let's be crystal clear.
23:08All of this, this entire circus could have been avoided, nullifying nearly a century of election
23:18protocols.
23:21We know that this is just the start.
23:24Redistricting is the first step in Donald Trump's playbook.
23:28He said the quiet part out loud earlier this week.
23:32They're coming after mail-in voting to disenfranchise tens of millions of Americans.
23:40Next stop, the census.
23:46Our Republican colleagues, all this week here in California, Republican leaders have gone
23:51on TV, had press conferences, did live events on their social media, expressing outrage about
23:58the action that California is taking.
24:01But what they forgot to mention is how we got here.
24:05We got here because of Greg Abbott, Republican leaders in Texas, and their boss, Donald Trump.
24:12They started all of this.
24:14And sometimes in life, you have to stand for the greater good, even though you may lose
24:18your job as an elected leader.
24:22Sometimes you have to tell your boss, no.
24:25You have to do something constructive, do everything in your power to ensure free and fair elections.
24:33And that's what Democrats did today here in California.
24:37And certainly, you have to do more than vote against redistricting reforms the way Republicans
24:42have year after year after year.
24:46Their votes are public.
24:48They have voted against the vast majority of independent redistricting reforms advanced
24:52in this legislature over this past decade.
24:56You know, it is offensive to be able to see these sham lawsuits that Republican leaders
25:01in California are advancing.
25:04We called it the Scaramucci of the lawsuits in the last 48 hours.
25:08The Supreme Court rejected it.
25:11And it's offensive because their brethren, their brethren are literally tracking elected leaders
25:19with state troopers, calling in the FBI, locking legislators in the chambers, and dragging
25:27a female legislator out of the bathroom just simply because she didn't have permission to
25:32go.
25:35Here is, I think, all of our concern.
25:39We've seen this story play out in history.
25:43The hypocrisy today may save them for today, but it won't save their hides tomorrow.
25:51Because the secret police and the Mar-a-Lago goons, they're going to find a way and a reason
25:57to come after them as well, just like they're doing Democratic mayors and leaders across this
26:04nation.
26:06All of us support independent redistricting here in California and every state in this
26:10union.
26:12One thing that we do not support is unilateral disarmament when the fairness of the 2026 election
26:18is being threatened.
26:20You know, other states may want to play games.
26:23California is the only state committed to fairness whose potential redistricting goes away the
26:28minute others drop theirs.
26:29I'm going to end it right here with this.
26:33Today was more than drawing lines on a map.
26:35It was about drawing a line in the sand to stop Texas, to stop Donald Trump from rigging this election.
26:45And the stakes are so high for California.
26:50Millions are going to lose health care.
26:53Our families lose health care.
26:55Fire assistance will continue to be leveraged for millions across this state.
27:00People are going to continue to be snatched up off the street.
27:03Public education funding is going to dry up and the governor, the governor will talk about
27:09a recent Supreme Court ruling that's going to hurt this state for years to come.
27:14One of the main reasons I think I voted for today is because this package of bills, the person
27:25that's going to be impacted the most, is going to be waiting for me tonight at our kitchen table to
27:31tell me about his first week of school.
27:33My son, four and a half, started TK this week.
27:38Today's vote, regardless of what Republicans may say, today's vote is not about politics.
27:44Today's vote is about protecting people.
27:48It's about protecting the state, protecting our progress in everything that we stand for.
27:54It's about protecting the future, ensuring fairness and trusting the voters.
27:59And I want to take a moment to say thank you to Governor Gavin.
