30:24It looked for a time
30:25like a game of chicken
30:26between Democrats
30:27and the Republican Christie administration,
30:29which on Friday shut down
30:31all state-funded transportation projects
30:34beginning today.
30:35But by this afternoon,
30:36two Democrats and two Republicans
30:38on a Democrat-led committee
30:40agreed to borrow
30:41more than a billion dollars
30:42to keep the more than 100 projects flowing.
30:45Statehouse correspondent
30:47Zachary Fink reports.
30:48This morning,
30:49state transportation construction projects
30:51came to a standstill.
30:53On Friday,
30:54the Christie administration
30:54ordered the halt,
30:56which affects work
30:57on $1.7 billion worth of projects.
31:00Our people weren't told
31:01until last night,
31:02some of them before they went to work,
31:04that they would not be working.
31:05We have jobs
31:06that provide protection
31:08for contractors
31:09on and around railroad property,
31:11specifically at New Jersey Transit.
31:13And they weren't told
31:14until a few hours
31:16before they were to go to work.
31:17Today, Democrats called
31:18an emergency meeting
31:20of the Joint Budget
31:20and Oversight Committee
31:22known by its acronym, JBOC.
31:24According to the Christie administration,
31:25work had to come to a standstill
31:27because Democrats
31:28failed to approve
31:29a routine bond sale
31:31that would have generated
31:32$1.25 billion
31:34to fund the numerous
31:35construction projects
31:36currently underway statewide.
31:38There really was no
31:40realistic,
31:41fiscally prudent choice
31:43but to take action.
31:44The bottom line is
31:45you can't pay the bills
31:46when you have no money,
31:47and that's essentially
31:48the position we're in.
31:49Our average monthly drawdown
31:51from the TTF
31:52to cover projects,
31:53costs and salaries
31:54are roughly $125 million
31:57per month.
31:59Today, only about $50 million
32:01remains in the TTF.
32:02Every cent of it
32:03is needed to cover
32:04the next debt service payment
32:05due in December.
32:07Why the drama
32:07and the crisis?
32:08Why did you send a message
32:10and send out emails
32:11to everybody
32:12trying to scare tactics
32:13when you have $50 million?
