00:16In a privileged speech, Lakson cites the findings of his office
00:19regarding substandard projects in several parts of the country,
00:22including Nauan Town in Oriental Mindoro,
00:25which received P10 billion in flood control funding for 2025,
00:28or about 55% of the province's allocation.
00:32Nauan residents have long-faced flooding,
00:35most recently in July due to heavy southwest monsoon rains.
00:51Lakson adds his team inspected 10 villages in the province,
00:54including Barangay Mulawin in Nauan, which got P1.9 billion for flood control.
00:59He also points out the same use of unprogrammed funds for flood control projects
01:03in the villages of San Jose, Nauan, and Burbuli, Baco.
01:07Panaligan denies Lakson's accusation.
01:10He acknowledges that the projects may be considered anomalous since they were easily damaged,
01:15but he said he wrote to DPWH Secretary Manuel Bunoan last year,
01:18calling attention to the destroyed structures.
