00:00I just like to express my support to the committee

00:02because it's very important to understand what's going on

00:09and what to do to maximize the budget in the flood control.

00:14The Philippines is very prone to the water.

00:18In fact, just this month, when we were in a month,

00:21we were in a river and almost 3 million families were affected.

00:26So, based on my experience as Secretary of Public Works,

00:33the master planning of flood control is very important.

00:36Because you can take a section and you can quickly do the water,

00:40but when you come to another section where there is no flood control,

00:43you can collect the water.

00:44You can collect the water in the other areas.

00:47So, it's very important to be able to support the master plan flood control projects.

00:53And there are master plans.

00:55I am aware, mayroon mga master plan talaga sa DPWH.

00:59Some of them are foreign funded master plans.

01:01Some of them are each flood water basin na may master plan.

01:05So, importante po, para sa akin, yung pondo ng taong bayan

01:10ay dapat nakatutok sa mga master plan projects ng DPWH.

01:14And of course, on the issue of yung mga substandard,

01:21of course, we have to push for more accountability sa mga projects.

01:25Dapat dagdagan pa yung mga measures natin,

01:28para hindi na maulit yung mga substandard projects

01:31na nagkaroon ng inspection si President Marcos,

01:37na nakita siyang mga substandard,

01:39ayun ang kailangan natin solusyonahan sa lalong madaling panahon,

01:43dahil that's very unacceptable that we have substandard projects.

01:47So, again, maraming salamat po, Mr. Chairman,

01:50and of course, I'd like to thank all those

01:52who are joining us today for this committee.
