01:06Kabilang sa mga bagong patakarang kinukustyon ni Libanan ay ang deklarasyon ng Korte na dapat ay magbigay agad ang Kamara sa respondent ng kopya ng Articles of Impeachment.
01:17Gayun din na mga ebidensya at payagad na sila ay sumagot bago pa man ang transmittal sa Senate.
01:22Pag-utos na ibigay sa lahat ng House members ang articles, mga ebidensya at komento ng respondent at ang bagong patakaran ukol sa one-year bar rule.
01:31The judiciary has the vital role of interpreting laws, including the Constitution.
01:39But that role does not extend to amending it.
01:43The power to interpret does not include the power to rewrite, Mr. Speaker.
01:49Yet, the decision effectively rewrote our impeachment rules, imposing requirements that are impractical if not impossible to fulfill.
