00:00The ball was passed by the camera to the impeachment of the leader of the Senate,

00:04who will set up the impeachment court of the case,

00:07while there is still a big question of how the Senate will convene.

00:13Daniel Manalastas has the details.

00:18After Vice President Sara Duterte was impeached by the camera,

00:22at 5 p.m. yesterday,

00:25House Secretary General Reginald Velasco arrived in the Senate

00:29to transmit the Articles of Impeachment.

00:32Velasco brought a thick copy of the complaint

00:35where the list of those who signed the impeachment is located,

00:38as well as the entire complaint.

00:41They also brought the list of the prosecutors.

00:44The documents were formally received by Senate Secretary Renato Bantug, Jr.

00:50Depending on the Senate, we will respect whatever decision they have.

00:55But that's their constitutional duty to act on this.

01:00They can convene the court even during the break,

01:05because this is a non-legislative function of the Senate.

01:09Yesterday was the last day of the session before the election.

01:13The Senate adjourned the impeachment.

01:17Session is adjourned until 3 o'clock in the afternoon of Monday, June 2, 2025.

01:25Before the Senate convenes as an impeachment court,

01:28where the Senators will stand as Senator-Judges,

01:32some Senators believe that it needs a plenary action.

01:36But the Senate plenary session will be back on June.

01:40We will do everything.

01:43Even the declaration of the Senator sitting as an impeachment court

01:50needs a plenary action.

01:52Again, it is the plenary action that would give us the go signal that we can...

01:58When we have a break, even just committee meetings,

02:02you need to include in the plenary that this is authorized by each member of the Senate.

02:11That's why it's a big question as to how the Senate will convene as an impeachment court.

02:17We are the rule of the majority here.

02:20So, if the Senators meet, the will of the majority will be part of it.

02:28So, it depends on the Senate President.

02:30That's the only difficulty there.

02:32Maybe the referral to the announcement to the body that we are in receipt of an impeachment complaint

02:46should be done during the legislative plenary.

02:50Remember, the rules can be changed.

02:53Let's just say, to be safe, 100% consent.
