00:00Are there other comments on this amendment?
00:04First, let me just make a couple of points.
00:08One is that I have always advocated for bipartisanship and more bipartisanship.
00:16And this committee has lived up to that.
00:19Look at the votes to report the bill, even in this highly divisive atmosphere in which we are legislating.
00:30Second, if you look at the bill before us, and you look at the bill that Chair Murkowski put forth,
00:40independent decisions were made in collaboration with the vice chairs of each subcommittee.
00:49The problem that we have with this amendment, which would amend sections 1012 through 1017
00:59of the Congressional Budget and Impoundment Control Act of 1974,
01:08is that bill, that law, is under the jurisdiction of the budget committee,
01:15of which, ironically, the proponent of this amendment is the ranking member.
01:23So that's where this bill, this amendment, should be considered.
01:30I would also point out that I have encouraged the administration to work more closely with this committee
01:41on any rescissions that it identifies.
01:45This committee has rescissions in virtually every appropriations bill that we report
01:54and has, for years, the continuing resolution under which we are operating right now
02:02has 70 rescissions in it.
02:06So rescissions are not unusual.
02:11What we need to do is ensure that they reflect the views of this committee.
02:19And for that reason, because of jurisdictional reasons, and because of the breadth of this amendment,
02:29I urge that it be turned down.
02:33I do think it is an important issue, however.
