08:35Approximately 300 members of parliament and a united show of strength. Let's find out from my
08:40colleague on the ground, Rahul Gautam, who closely tracks the Congress Party and the India blog,
08:44what exactly happened. Rahul, so can we say that this was in many ways the day that belonged to
08:50Rahul Gandhi, because he was the one leading it, not as just a cause, but also the march.
08:56But what do you think is the result of this? The manner in which this protest has been organized,
09:01will it yield any results? Because the election commission has said, where's the evidence?
09:09Well, as far as the opposition bloc is concerned, it is clearly up in arms against the election
09:13commission. And they are saying that they've been successfully able to create a narrative
09:17that it is election commission, you know, that is hiding something under the guise of,
09:24you know, the election documents. Because as far as Rahul Gandhi is concerned, this time he came out
09:30with the particular addresses, names, pictures and photographs. And therefore, the evidence that he
09:37had put out is absolutely in black and white. And therefore, it is imperative upon election commission to
09:44either refute or accept these claims, because whatever Rahul Gandhi is claiming, he is claiming on the
09:49basis of election documents. See, I must tell our viewers that what's going to be the future course of action now?
09:55We all know that today, led by Rahul Gandhi, they took out a march, although they were halted, but again,
10:01they chanted slogans against government, they were detained. And they've been trying to say that this is
10:08happening at the behest of the BJP, which is not allowing the real truth to come out. And therefore,
10:13Delhi police was instructed not to allow this protest to happen. Now, at 7.30, all the India bloc MPs,
10:20that's close to 300 MPs, 240 from Lok Sabha and 60 from Rajya Sabha, they are going to be hosted by
10:30Malika Arjun Karge, who is the leader of opposition in Rajya Sabha. And you can expect that now,
10:35the another round strategy would be chopped out at this meeting.
10:38Stay on with me, Rahul. Let's try and understand the strategy from the election commission as well.
10:42Closely tracking the EC and the government is my colleague, Ishwara Palewal. Ishwara, the EC is also
10:46defiant. EC is saying these are baseless charges. And I believe there was supposed to be a delegation
10:51invited. The delegation hasn't gone. In your view, how do you think the government and the EC will defend
10:57this one? Because the charge also is very serious.
11:02Well, you know, Pooja, what we understand at the moment, and this is what the BJP also has very
11:06clearly said, that this is something which is between the opposition and the election commission
11:10of India, which is a constitutional body. A, the government has made it very clear, this is not
11:14something which will be discussed on the floor of the parliament. They said, who will come and respond?
11:19Will you call the election commission? Will you call the commissioner to respond? That is a
11:22constitutional body. That is something which is not possible. The election commission on its part is
11:27saying that these names, that's close to one lakh names, which are given out by Rahul Gandhi. It's
11:31like finding a needle in the haystack for the election commission, because they do not know what
11:36exactly in which states and who are these people. So with regards to the details, that's why we are
11:41seeing different CEOs, be it the Karnataka CEO, the UP CEO, be it CEOs of other states as well. All of
11:49them are writing to Rahul Gandhi and saying that we have given you a format, sign in that format and give us
11:54the details. Only then can a formal investigation begin. So a tug of war of sorts is going on between
11:58the leader of the opposition, Rahul Gandhi and the election commission. Pooja, it seems like this is
12:03something which will continue like this because Rahul Gandhi clearly even today said that he's not
12:07going to sign any paper and will not be given. Stay on with me, Aishwarya. Rahul, then what do you think is
12:10the strategy of the Congress here? Because eventually it boils down to evidence. Election commission will say,
12:16why is the onus on us to prove anything when it doesn't even happen? How do you think the Congress will take this
12:22ahead? Is this going to be a one day scene right now? There are a few days to go for monsoon session
12:26because the government, especially Kiran Rajiju, the parliamentary affairs minister said,
12:30but the opposition doesn't want to discuss anything. They only want to level charges.
12:39Pooja, you can, you can say that the issue of this alleged voter list manipulation and
12:44SIR, they've become a sort of a rallying point for opposition parties to come together.
12:48And remember, you know, parties like TMC and, you know, Aam Adni party were essentially not part
12:53of India bloc. Even they participated in this protest march. So clearly Rahul Gandhi is able to
12:59bring all the opposition parties under one roof, under one issue. That's a voter list manipulation.
13:04And remember, when he hosted these leaders at his residence, he gave a PowerPoint presentation,
13:10a briefing, a comprehensive discussion took place at his residence. So clearly he's able to
13:15convince the other opposition parties as well that this vote-shory or the alleged theft of mandate
13:21is happening in the country. Now, the future course of a future strategy of India bloc will certainly
13:25be to, you know, the corner of the government, inside the house, outside the house. And you can expect
13:30that this issue will be echoing once parliament will be commencing from, you know, 18th of August.
13:37And one thing is very important here, Pooja, that Rahul Gandhi has already made it very clear that
13:41I am a public representative. I am a leader of opposition. Whatever I say, you know,
13:46I am bound by my oath which I have taken. So clearly my word is as sacred as my oath. So clearly
13:52the onus, you know, they are shifting onus on the election commission saying that we are only citing
13:57your data. Why don't you come and give a point-point-point rebuttal to all the allegations that Rahul Gandhi
14:02I want to take that question to Ishwara as well. Ishwara, help me understand. Election commission
14:06hasn't said, okay, we'll take this into cognizance. We'll try and investigate if there is any malpractice
14:12that's happening. How is the election commission going ahead to say this is all political? This is
14:17showdown. This has nothing to do. And they're casting a doubt on election commission. My concern
14:22is because it's Bihar, upcoming elections. And how will the EC then say it's all clear and fair?
14:27Claims and objections. Pooja, let me tell you, we did. We get daily updates of the claims and
14:33objections that have been filed since the 1st of August. And let me tell you, every day, we hope
14:39that there will be some political party because we are seeing such a big showdown taking place outside
14:43the parliament, inside the parliament also. But political parties, almost 15 of them, none of them
14:48have filed claims and objections. Other people, of course, some of them have filed it. But when we speak
14:53about officially filing complaints against the SIR, against the process, against the names that have
14:59come back, it's a big zero with regards to Bihar. So that's what the election commission now is pointing
15:04towards, that even though you do the protest, you do the march, when we speak about, when we speak to you,
15:09when we ask you to give us official details, why is it that still now, almost 10 days have passed,
15:14none of the official parties, none of the political parties have officially filed claims and objections in
15:18the state of Bihar.
15:20All right, Ishwara and Rahul Gautam, appreciate you joining us for all the latest on that. And we'll
15:24keep tracking if the showdown will go to the next day. And tomorrow, will we see similar scenes or not?
15:38I'm going to now tell you about one case that possibly concerns and connects every state right
15:48now in the country, and that's about the stray dogs. Some call it menace, some say it's about
15:53animal rights. But the Supreme Court has now directed all stray dogs, listen carefully, all stray dogs in
16:00Delhi NCR, which means including Noida and Guru Gram, need to be picked up within eight weeks, housed in
16:06dedicated dog shelters and be sterilized. But importantly, the court has added, anyone,
16:12organization or individual, trying to obstruct this exercise will also be penalized.
16:17Why did the court finally take a cognizance on the stray dog menace, as many call it?
16:22And what is going to be the implementation aspect of it? A special report.
16:36One of urban India's scariest menaces, stray dogs, often rabid, stalking, biting, mauling people,
16:49especially kids, leading to countless cases of rabies deaths and permanent disfigurements.
16:58Now, Supreme Court, taking cognizance, has come to the rescue of Delhi,
17:02the epicentre of stray attacks. The Apex Court has made it clear,
17:08stray dogs in Delhi NCR must be shifted away from residential localities.
17:13Civic bodies have been directed that all stray dogs in Delhi NCR should be picked up within eight weeks
17:20and housed in dedicated dog shelters.
17:22Top Court instructed municipal bodies and other agencies to work in coordination to create adequate
17:30shelter facilities. Supreme Court also instructed that no stray dog should be released back onto the
17:37streets once housed in a shelter. In a stern warning, Supreme Court also asserted that if any person or
17:44organization comes in the way of picking up stray dogs, action will be taken against them.
17:49We finally urged vulnerable Supreme Court, Delhi Government, NCD and Animal Welfare Board of India
18:00to take strictly enforcement sterilizations and rabies vaccination. Increase public awareness about
18:09responsibility, waste management and co-existence. Improve shelter infrastructure only for cruelly
18:17aggressive or on-wheel dogs.
18:20This landmark Supreme judgment comes as dog bites claim 60,000 lives every year across India.
18:29The Supreme Court verdict can play a key role in India's battle against the bite.

18:36So here's what has happened. The Supreme Court this morning, the two judgments gave out this historic
18:46verdict in order in many ways because this has been a concern across many states. Now the reason that
18:52the court took a sole autocognizance of this was because of her child who died recently. There have
18:58been deaths like we have seen not just in Delhi NCR but other states as well because of rabies. A lot of
19:03people had raised complaints about it but there's always been a debate between whether it's animal
19:09lovers and those who've either been bitten or suffered because of these pack of dogs hounding at them.
19:14And right now it appears eight weeks dogs will be off the streets of Delhi NCR.
19:20I want to bring in our legal correspondent Anisha Mathur. Anisha, this appears to be an order of an
19:27immediate capture but tell us precisely what are two to three guidelines, what have been given out,
19:33what are we expecting in the next eight weeks and the big question, do we have the infrastructure,
19:38the system to take care of so many, possibly hundreds if not thousands of dogs?
19:43Well Pooja, to answer your last question first, we've been talking to animal rights activists,
19:52we've been talking to people connected to the government and across the board they are saying
19:56we do not currently have the infrastructure, we do not currently have the land or the shelters to house
20:03the dogs that we are picking up even now. I was just speaking to an animal rights, an animal welfare
20:09board member who said that Delhi only has 20 ABC shelters run by the municipal corporation which
20:17which only has space to keep about 20 to 30 dogs at a time, sterilize them and send them back.
20:23Now since we do not have any more shelters, the big question is how exactly is this order of the
20:29court going to be implemented? Because remember the court also was informed that their order is
20:35something that goes against the animal welfare board of India rules because the rules clearly
20:41say that dogs have to be picked up, sterilized and sent back to where they were picked up from.
20:47Justice Pardewala when he was informed about this rule said forget about the rules for now,
20:51the issue is serious because it is children's lives at stake. How will you answer the parents whose child
20:58has been attacked? That was the observation from the Supreme Court during this hearing.
21:03But as the court has directed the government now, let's look at what the directions are. First of all,
21:10do a census of the dogs, create shelters big enough to house up to 5,000 dogs within eight weeks.
21:19Thirdly, create this infrastructure required that is vans, trained personnel, veterinarians who will capture,
21:27sterilize and then maintain these dogs. Now we have seen the solicitor general who was appearing in
21:33the court also telling the court that well there was a proposal a few years ago to build a larger
21:39shelter. A land was identified but then that went nowhere. So the big question really is the court has
21:45passed these directions but are they even implementable? Also tell me that Anisha because I
21:51believe that there has been a child death as well and others as well who have died because of either
21:55rabies or the attacks even the elderly. So do you think that is the cognizance that court has taken?
22:01What is the reason that court believes that now is the time to at least take a stringent measure?
22:06And number two, do we see these dogs back on the streets of Delhi after eight weeks or is that
22:12going to be a permanent relocation somewhere in some shelter?
22:17Pooja, first of all, let's look at why this matter was taken. The Supreme Court took
22:22Suomoto Cognizance in July of a newspaper report which talked about almost 20,000 to 30,000 dog bites
22:30across the country and particularly in Delhi NCR. Then there was a news report about a child who was
22:37attacked by a dog and then died because of that dog bite attack. That is what prompted the Supreme
22:44Court bench to take up the Suomoto petition. What is unfortunate, however, is that we do not have
22:51specific data. If you look at the affidavit that has been filed by the Amicus Curie in this matter as
22:56well, he's also quoting the newspaper report of 30,000 plus dog bite cases. Whether that newspaper
23:05report was correct or not, whether there's any official government data, we do not know. And I
23:10specifically asked the Amicus if we have any data. And he said, well, we are waiting for that data to
23:15come. As far as your second question is concerned, the court has said, pick up all the dogs, take them
23:20to a shelter. But at the moment, Delhi does not have a shelter. Delhi does not have the vans required
23:26to pick up the dogs. And Delhi certainly does not have any place where we'll put these dogs till the
23:31shelter is going to be built. So in the next eight weeks, whether or not any of these orders will be
23:38implemented. And I just have a quick question because I know some of the viewers have sent me
23:41that question. Why just for Delhi NCR? Some of them are asking it's happening in their states,
23:46their respective areas as well. Can that be implemented or do you think that will be a
23:50separate legal battle? So why Delhi NCR specifically? See, as I said, this Suomoto petition was
23:57specifically taken up because of a newspaper report about a case that happened in Delhi NCR. There are
24:03other matters pending in the court regarding stray dog bites in Kerala, for example. There are other
24:08matters for other states as well. And in those also, the courts have passed directions to pick up,
24:14sterilize and return the dogs. Because remember, at the end of it, the AWBI rules very clearly say
24:21that you cannot keep a dog in the shelter unless they are extremely aggressive or they are dying.
24:26But this is clearly a huge directive that has come in, unprecedented in many ways, especially
24:31that the manner in which, yes, and that it shouldn't face any sort of hindrance as well.
24:37I have to say this may turn political as well. I know that if there's one member of parliament,
24:42it's Karti Chidambra, who's consistently spoken about how this has become a menace and that even animal
24:49rights activists need to come in here and understand this is proving to be fatal for many and not just in
24:54Delhi NCR in Tamil Nadu and other states as well. And perhaps can this order be taken ahead? Will
24:59others want the court to push this ahead? We'll be tracking more on that, on what the stray dog
25:05issue has been across the country. All right, now I want to bring you a deeply disturbing case and
25:12possibly a nightmare for any working parent. A child abuse case coming from a daycare centre in Noida.
25:19There's also a big India Today impact story. We had consistently been reporting on it since the
25:23information surfaced. An FIR has now been registered against the owner of the daycare. What is the case
25:29about? I want to give a triggering warning visual to our viewer as well. We have tried to, of course,
25:34blur out most of the visuals that have been taken from the CCTV. A 15-month-old baby girl was allegedly beaten,
25:43bitten, bitten, slapped, beaten with a plastic bat, thrown to the ground by, so to say, a caretaker entrusted
25:54with her care. The incident, as has become evidence, was captured on the CCTV inside the daycare.
26:00The information basically came to light because the child's mother, when she took the child back home,
26:04was that the child was inconsolable, constantly crying. And then she was vigilant enough to discover
26:10there were marks on the little child's body parts, including thighs. This happened on August 4.
26:16The parents immediately returned to the daycare, review the CCTV footage. We are told they were not
26:21being provided with it. That was another issue. And then imagine watching your little child being beaten
26:29so brutally when you've entrusted her care with so much of trust to this daycare centre. When questioned,
26:35the daycare head allegedly did nothing to stop the crying child, also decided to hit at the parents,
26:41abuse the parents in turn, when they threatened action. We are told from the information we have,
26:46this is a Blippi daycare centre in sector 137 in Noida. Noida police from sector 142 has a formal case
26:52been registered. The parents went ahead, got an FIR filed. Now here's the shocking part. The woman you're
26:58looking at, the accused, is a minor age woman, literally a girl herself. She's untrained. And she says,
27:04what I just did was out of love and care, I felt. And that she had joined the daycare barely 10 days ago.
27:12So, this is the last night.
27:14So, this is the first night.
27:15I am in the apartment in the 137th of TARA.

33:28and just 10 days ago is interested to the care
33:30of a 15 month old and infant baby.
33:32Why did the owner try to hush up the assault?
33:37This is huge because many are asking
33:38well this employee, this young girl so to say herself
33:42has been arrested.
33:44Why shouldn't the owner of the daycare centre
33:46also be taken in custody?
33:48So should action be taken against the daycare owner?
33:51It is their responsibility
33:52about who they employ
33:54and why, how are they running such a daycare centre.
33:57Now here's the big point
33:58why didn't the daycare head intervene
34:01or alert authorities
34:02or alert parents even
34:04at least sit with them
34:05and find out the best resolution possible?
34:08Why did the owner refuse
34:10as the parents are claiming
34:11to show them the CCTV
34:13because eventually it was this evidence
34:15and imagine the horror
34:16when the family did manage
34:18to threaten and see the CCTV footage.
34:21Why were the victim's family
34:23threatened as they are alleging
34:24after they reported the assault
34:26and threatened further action
34:28against the daycare as well?

35:10In return we expect
35:11trained caretakers
35:12empathetic teachers
35:13and a basic sense of safety
35:14and security
35:15to the most vulnerable group
35:17of our people.
35:18But such incidents
35:19are abused
35:21and exposes
35:22how easy it is
35:23to open and run
35:24even a daycare centre.
35:26Who's going to monitor
35:27these daycare centres?
35:29What about supervision
35:29of these daycare centres?
35:31There has to be
35:32as I add
35:33a solid regulation
35:35checks and balances
35:36especially of the background
35:38of the owner
35:38and the employees
35:39and most important
35:40live CCTV recording
35:42should be made available
35:43to all parents.
35:44Some prominent
35:45prestigious daycare centres
35:46do provide that facility
35:47and when there is
35:48a violation
35:49such as this one
35:49the accused
35:50must not be spared
35:52and must face action
35:53immediately
35:53to set an example.
