In Texas, Democrats on Tuesday again prevented their state’s House of Representatives from moving forward, at least for now, with a redrawn congressional map sought by Trump to shore up Republicans’ 2026 midterm prospects as his political standing falters. It was the second consecutive day that absent Democrats forced a quick adjournment by denying the GOP majority the required quorum to take votes.

00:07being 94 members present, a quorum is not present. This morning I met with the
00:13leadership of the Texas Department of Public Safety to get a full briefing on
00:19their efforts to locate and return the members who are actively trying to
00:23thwart the legislature from performing its duties. DPS is actively working to
00:29compel their attendance after I signed their civil arrest warrants yesterday
00:33and will continue to do so until those members are back in this chamber. Today
00:39the Disaster Preparedness Committee is meeting to consider five priority pieces
00:46of legislation. Each will address the catastrophic flooding that has
00:50devastated homes and entire communities. That's the kind of important work that
00:57is being done in the House. And all elected members should be here
01:02representing their districts in those conversations. It is evident to the chair
01:08that DPS will need some time to work and we will try again to make quorum on Friday.
01:13If quorum is then made, we will proceed with the very important business of this
01:18state. Members, the call of the House remains in force. Under the House rules,
01:27the House may adjourn from day to day. While I will call the House to order
01:31tomorrow and Thursday in a pro forma session, I will provide written
01:36permission to be entered in today's journal for each member who is registered
01:40here today as present to leave the chamber and return Friday at 1 p.m.
01:47Mr. Guerin moves the House stand adjourned until 9 a.m. Wednesday. Is there objection?
