00:00So we made a comprehensive offer that covers 98% of all tariff lines.
00:06So tariff line itu banyak yang diminta.
00:09Dan kita melihat apa yang penting dan tariff line yang kita lihat adalah lebih kurang 11,260 tariff line yang requested by US.
00:24Here I want to share that based on that tariff line yang 11,260 itu, kita ada lebih kurang 6,911 tariff line yang akan dikenakan kosong peratus juti.
00:38So we agreed to only 61% of the tariff line.
00:43So because there are industries which we feel still not ready.
00:48So I don't want to mention other countries what they did but that's what we did.
00:51And also on non-tariff barriers, there was on tariff.
00:55On non-tariff barriers, we look at section 2 itu.
01:32Yang tak compromise, contoh, satu contoh ialah they want us to abolish duty, excise duty.
01:41And as you know, excise duty is imposed on three goods, or three big, three items.
01:49One is cars, secondly is tobacco, and one is alcohol.
01:55So this is deemed as protection lah.
01:57Karena automotive industry is seen as very important to the US, why are we imposing?
02:02So that was the red line to us, so we continue to have the excise duty.
02:08And then, pengecualian menjuruh daripada keperluan perlaksanaan import untuk produk Amerika Syarikat.
02:14This is for import licenses for produk from the US.
02:18Also, we stood firm.
02:20We continue to require import permits from the US.
02:24And then, liberalasi sepenuhnya bagi syarikat equity untuk sektor strategik.
02:27So there are some strategic sectors yang kita ada maximum shareholding limit untuk pelabur-pelabur asing.
02:35So there's a maximum shareholding limit for equity foreign shareholdings in strategy sector.
02:39That also we did not agree, so we did not move to that.
02:43So nevertheless, in ensuring our domestic industries are protected and provided sufficient space and opportunities,
02:49we didn't compromise lah on this, I mentioned just now.
02:54So we have a lot of credit for export duties, blanket exemption from import licensing requirement for the US products,
02:59and total liberalisation of the equity requirement for strategic sectors.
03:03Dato' Sri, what are the concessions that have been made?
03:07Yeah, so the concession that we made, one is on the tariff line I mentioned just now.
03:14Some tariff line has been gone to zero.
03:17So that's one of the concession.
03:19The other concessions that we made, the various commitments on improvement on non-tariff variable, like that procedures.
03:28So we nak percepatkan prosedur-prosedur untuk kelulusan.
03:33Kita juga ada perbincangan mengenai isu-isu yang melibatkan industri-industri yang dalam sektor agriculture,
03:42di mana contohnya kelulusan untuk mengimport itu kita percepatkan,
03:48terutama dalam daging dan ayam, and also susu.
03:53So those are...
03:54Sanitary and phytosanitary.
03:56Yeah, sanitary and phytosanitary as well.
04:00So those are some examples.
04:03But mostly, to be fair, things that we were going to do,
04:08and some commitment on labour policies, which we already signed under the ILO,
04:13some commitments that we have made at WTO and various other world bodies,
04:19they're not commitment also on environment as well, commitment on environment,
04:24which again, actually, to be fair, we already have committed.
04:28So we re-take the commitment on that.
04:32Dia minta banyak.
04:33Kita yang tak compromise yang sensitif, contohnya macam automotive industry.
04:37Kita, I think you know that it's quite an important industry for the Americans,
04:42but kita pun ada automotive industry kita yang employ lebih kurang 700,000 pekerja.
04:47So we employ about 700,000 people, for example, in automotive industry,
04:52and we have our national cars as well and different supply chain.
04:55So the concern is about the import duty, removal of AP.
05:03So kita ada AP untuk kita.
05:05Kita ada exercise duty pun.
05:07Kita dalam industry-industri lain, semua tak ada exercise duty.
05:10Kenapa ada automotive? Kenapa ada exercise duty?
05:12So all this, to them it's not fair lah.
05:16And to many other countries also.
05:18So for us, we have our reasons, our national policy to ensure that
05:23we continue to remain competitive.
05:25But we, of course, have to be cognizant that this support also must bring value to the country.
05:32And as long as it continues to bring value to the country in terms of spillover,
05:35in terms of jobs, in terms of building up that ecosystem, then we must continue.
05:41But say one day is no longer important, then of course we can review lah.
05:48But for now, we think we are not ready yet to remove those barriers.
05:52Sama juga dengan equity holdings.
05:55Sama juga dengan some of the requests to relook on the laws on digital platforms.
06:02I think some of you in the media pun tahu that some may view our laws on the digital platform
06:08being too strict, kan, berbanding dengan negara-negara lain.
06:13But when we talk to the Kementerian yang berkenaan,
06:17dengan juga bagian undang-undang, they are firm.
06:19They said no, we have to do this given the country's position.
06:28We have our own sensitivities that we cannot undermine, especially on national security.
