00:00There is much to welcome within these proposals to enhance our democracy, particularly around safety of candidates.

00:06We at Reform are very much against votes for 16 to 17 year olds.

00:10It's interesting to know that they themselves are completely split down the middle on this issue.

00:15But I would urge the Minister, in particular with regard to poster voting,

00:18we have grave concerns about the risks to security and the risks of impersonation of poster voting.

00:25I myself, Minister, have seen people carry bagloads of poster votes to a polling station on Election Day.

00:33That is surely completely wrong.

00:38I want to reassure the Honourable Gentleman that we take those issues very seriously.

00:45Personating another voter is a deliberate act of fraud.

00:48It completely undermines our democracy and is a serious criminal offence that will continue to be prosecuted.

00:55If he has examples, he should report it to the police.
