00:00Election day in Togo, but turnout is low at polling stations.

00:06The July 17th municipal elections are underway, but voting is slow to get off the ground.

00:13By mid-morning, several polling stations in the capital, Lome, remain largely empty.

00:20For the moment, the centre is a little quiet.

00:23People are coming in slowly, but it's not like that at the moment.

00:26I hope they'll come and vote anyway.

00:30Despite this wait-and-see attitude, those who did go to the polls cast their votes calmly early in the day.

00:40I fulfilled my civic duty this morning.

00:43I was very proud to do so because it's a civic duty that every citizen must fulfill.

00:49The election is taking place in a tense political climate.

00:52The M66 movement, made up of activists from the diaspora, had called for protests.

00:59But no incidents have been reported at polling stations.

01:03My expectation for these elections is that the population will wake up and take control of managing the municipalities.

01:12Let's hope they try to see things and change things, because everything that isn't working needs to work.

01:25It remains to be seen whether the low turnout, which looks like a silent boycott, will continue throughout the day.
