00:03at ng mga departamento at sangay ng pamahalaan laban sa kahirapan,
00:07alamin po natin ang mga hakbang na ginagawa ng NAFSI
00:10para matulungang ma-i-ahound sa kahirapan
00:13ang mga kababayan natin sa Northern Mindanao.
00:16Tututukan natin ang convergence o yung pagsasama-sama ng mga programa at stakeholders
00:20sa patuloy na pagpapaunlad ng mga komunidad at pamayanan.
00:24Dito pa rin po yan sa National Anti-Poverty Commission Aksyon Laban sa Kahirapan.
00:37At sa punto pong ito, makakakwentuhan po natin ngayon dito sa ating programa
00:41sila Women's Sectoral Council Member Cecilia Cabuzas
00:44at Victims of Disasters and Calamity Sectoral Council Member Tresita Gante
00:49mula sa Regional Basic Sector Coordinating Council o RBSCC
00:53ng Region 10 on Northern Mindanao ng National Anti-Poverty Commission
00:57upang talakayin kung paano nakikipag-ugnayan ang mga miyembro ng RBSCC Northern Mindanao
01:03sa mga lokal na pamahalaan at alamin ang mga priority agenda

01:13Good morning, sir.
01:15Thank you for having us.
01:17Alright. Ma'am, nagtayo po ng mga Regional Basic Sector Coordinating Councils
01:21ang NAFSI. Ano po ba yung layunin at ginagawa ng inyong konseho?
01:26Ang RBSCC ng Region 10 ay binubuo ng 13 sectors, council members
01:41na nagre-represent ng kanilang area of coverage sa Northern Mindanao.
01:47So, as a sector, we meet quarterly and then we discuss the priority agenda
01:56of our council in terms of in the cross-sectoral level.
02:03So, we agree to tackle these issues and then we rotate our meetings
02:09to the areas of assignment of our council members where they are raised
02:13in order to address them at the area where the issue or concern stems from.
02:21And then we invite partner agencies so that issues on poverty reduction
02:28are addressed specifically down to the level where it needs to be addressed,
02:33especially those urgent concerns.
02:35And then we also do bilateral and inter-agency meetings involving the specific
02:43agencies that are known to address these poverty issues.
02:50And then at the end of the quarter meeting, we cap it with the crafting of resolutions
02:55that we submit to the secretariat, all signed by the council members.
02:59I will submit to the secretariat so that it is going to be the basis for a policy
03:07or an aid in the legislation so that the poverty incidence in the Philippines
03:13is readily addressed in the proper perspective.
03:17Alright.
03:18Magtelisita, sa Northern Mindanao region, ano-ano po yung mga priority agenda
03:22na tinututukan ng RBSCC?
03:25Ang RBSCC ng Region 10, we focused on the housing and shelter of the urban poor
03:35and the marginalized sector.
03:39And second also, we focused on the food sovereignty.
03:45So we coordinate with the Department of Agriculture and other national government agencies.
03:52We also advocate for the health issue.
04:03Health issue ng mga taga-Northern Mindanao.
04:05Yes.
04:07And another also, we also focus on the education.
04:14So that these are the important dimensions that we can resolve or reduce the issue of poverty in Northern Mindanao.
04:30Okay, Pumag.
04:31Well, importante, dahil usually ang publiko lumalapit muna sa lokal na pamahalaan bago makarating sa inyo.
04:38So napaka-importante po ng ugnayan ng NAPSI patungo sa lokal na pamahalaan.
04:44Kaya gusto po ang pakipag-ugnayan nyo sa mga LGU sa Northern Mindanao?
04:49Ang mga LGUs, the PLGUs and the local government units are our partners likewise.
04:59So every time we conduct our regular quarterly meetings, we make sure that we do a courtesy visit to the mayor and the governor
05:10so that the council members who are based in the area where we hold the quarterly meetings are further kept abreast and involved in the local poverty reduction efforts of the area where they are based.
05:26And then we also ensure that we are also in touch and connected and collaborated with the certain government agencies that are based there
05:39so that the relationship between the council members in the area and the people who are involved in that specific concern of the area are addressed down to the level of the council
05:54so that we are able to also ensure the assistance that the council members should receive from all of us, the council members, and the local governments, as well as the government agencies.
06:06Well, kung may maayos na ugnayan, of course, amitihin natin maging efficient yung pagbibigay natin ng servisyo o tulong sa ating mga kababayan.
06:14How about implementation po, ma'am?
06:17Actually, NAPSI is monitoring and evaluation of the government projects.
06:27So that's why it is very important for the council members to represent in the different local bodies of the LGUs from the province down to the municipalities if there are council members.
06:48So that we can, that's the platform or the space for us to engage, to participate in the program of the government and in the implementation.
07:03So we are partners of the LGUs.
07:07Okay. Kamusta po ang poverty incidence sa Northern Mindanao? Ano po yung pinaka-challenging dito?
07:14Sa base po sa mga datos, ang Northern Mindanao has a poverty incidence of 25.3%.
07:23The highest of which is in the Nau del Norte, which is 33.4%.
07:30The lowest is Kamigin, a poverty incidence of 14.5%.
07:36So because of this, we deem it proper and fit that we address these issues through the convergence of efforts with the local government, the PLGUs.
07:50And then we always advocate for the more livelihood programs so that ang root ng kahirapan ay ma-address.
08:06Kasi nga po, kung ang tao ay gutom, kumakalamang tiyan, hindi mo talaga sila makakausap.
08:12So kabuhayan talaga ang susi.
08:14Pangkabuhayan, kailangan talaga. At saka yung food security.
08:17How about yung education na banggit ni Ma'am kanina?
08:22Of course, kung gusto natin silang hilain sa poverty na long-term solution, o yung long-term solution, education para sa mga susunod na generation.
08:30So that they can have a good employment because, you know, if you don't have the good education, so how can you be employed and earn so that you can participate in the economic activity also in your locality?
08:51So, pinaka-basic din yung education sa reduction ng poverty.
09:01Dahil walang, walang ano, walang mangyayari, di ba, pag ano, kung walang education.
09:09Education, how can you, yes, tulong, palagi na lang tulong, tulong, so walang mangyayari sa buhay ng tao at lalo na sa mga outskirt or hinterland barangais.
09:23So, kaya, di ba, ang gobyerno natin ay merong mga programa ng mga, yung scholarship, mga local at saka sa national, para matugunan yung education as a way of eradicating, if not minimizing, the problem of poverty.
09:47Okay, pag-usapan po natin itong information dissemination, may mga kababayan po tayo na yung informasyon na may tulong pala na nagmula sa national government sa pamagitan ng NAPSI, ay merong may tulong na pwede silang makuha.
10:01So, ang problema, medyo malalayong barrio po sila nakatira, na minsan malayo talaga sa kabihasnan, paano po natin silang nai-inform about the programs ng NAPSI for them?
10:12Kaya, ang NAPSI, yung we engage, kaya ang NAPSI is two phases yung NAPSI, yung mga NGOs or non-government organizations, people organization, dahil hindi maaabot yan sa mga gobyerno, sa government agencies, dahil yung manpower problem.
10:35So, kami, kami yung nagtutulay, nagtutulay sa gobyerno para maipaabot sa mga tao and sa mga hinterland barang guys na mayroong programa ang gobyerno na pwede natin ma-avail.
10:54Dahil yun naman talaga ang gobyerno na yung servisyo nila ay maabot, accessible to the community.
11:05Okay. Bilang panghuli po, Ma'am Cecilia, may Philippine Poverty Reduction Summit 2025 na inorganisa ang NAPSI.
11:13So, ano pong aasahan dito ng mga batayang sektor?
11:16Ayos po namin na malaman kung ano ang mga gains at best practices at saka mga gaps ng mga projects na naimplementa ng gobyerno sa mga lugar,
11:34lalo na yung mga hindi talaga regular na aabot ng servisyo ng gobyerno.
11:41Para paigtingin ito at bigyan ng pansin upang malaman namin kung saan kami dapat pumasok at paano namin siya aksyonan.
11:53So that the poverty incidence in the Philippines will be reduced as desired and with the help of the agencies.
12:03We have to partner with the local governments, the NGOs, the government agencies that are based in the places or areas where the poor are located.
12:15Well, dalangin po namin na maging matagumpay yung mga programang hinihanda ng NAPSI para sa ating mga kababayan para sa pag-ulad na rin ng Northern Mindanao.
12:26Well, mga kababayan, nakapanayan po natin si Ma'am Teresita at Ma'am Cecilia mula sa NAPSI.
12:31Maraming salamat po sa lahat ng informasyon na binahagi niyo po sa amin.
12:34Pwede pong mag-acknowledge yung mga tulong na binigay ng Department of Agriculture through the Regional Director, Apollo Pakamalan,
12:45who's very gung-ho about really addressing the issues of the poor, lalo na sa mga farmers and IPs.
12:53And also, binigyan po niya kami ng space sa kanyang department para magkaroon ng space yung NAPSI sa outside of Manila.
13:07Because NAPSI is based in Manila.
13:09We, the council members and the regional coordinators, are in the different regions.
13:13So, and we also would like to acknowledge the efforts of Dole through the Attorney of Suya of the Dole Region 10 with DTI,
13:23who is going to give us capability trainings.
13:27Dole will give us livelihood grants and programs that will address the women issues.
13:35So, nagtutulongan, NAPSI, DTI, Dole, and Department of Agriculture.
13:40And other government agencies.
13:41Maraming salamat po sa inyo, Ma'am Trisita at Ma'am Cecilia.
13:45At yung pumuna, ang ating napag-usapan mga ka-RSP,
13:48hinihikayat namin kayong muling tumutok sa ating programa sa susunod na linggo
13:51para sabay-sabay po tayong umaksyon laban sa kahirapan.
