00:40si Council Member Sylvia Oquinlay Paraguya.
00:54Ma'am Sylvia, good morning. Welcome po sa Rise and Shine, Pilipinas.
00:57Good morning, Maya Damasolong, para sa mga kalahe ko sa Bukidon.
01:02Alright. Well, International Day of Cooperatives, July 5, ano?
01:06So, ginunit hapo natin ito.
01:08At ano po ang tema po na ng ating pong selebrasyon nito?
01:11Worldwide po itong ginugunit.
01:13Yeah. Ang theme ngayon ay driving inclusive and sustainable solutions
01:18for a better world.
01:19It is a recognition of the contribution ng kooperatives
01:23para makatulong laban sa kahirapan
01:26at kung ano-ano man ang efforts nila sa communities around the world.
01:31So, around the world, there would be 3 million kooperatives
01:36and 1.2 billion individual members.
01:39Practically, 12% of the inhabitants of the world are members of kooperatives.
01:45So, this is the second time na nag-declare ang United Nations
01:49ng International Year of Kooperatives.
01:51Ang first time was in 2012.
01:53Okay.
01:54So, this is a repeat and for us, it's a very nice time
01:57to make the people aware of kooperatives and their contribution.
02:02Kaya masaya kami sa National Anti-Poverty Commission
02:05kasi nandoon ang kooperatives as one of the sectors.
02:09Regarding that, sa pagpalakas ng kamalayan
02:12ng mga tao tungkol sa kontribusyon ng kooperatiba,
02:15tell us about the important contribution po ng mga kooperatiba.
02:19Dito na lang po sa konteksto ng Pilipinas
02:20pagdating po sa sustainable growth.
02:22So, makita natin na merong 20,000 kooperatives in the Philippines.
02:27Sa ngayon, merong 9 million depositors.
02:30That means, kung meron silang deposito,
02:33natulungan natin silang paano mag-save,
02:37paano mag-budget.
02:39At meron din tayong loans para sa kanila
02:42and that would be helpful sa kanilang kabuhayan,
02:45maski sa kanilang providential needs.
02:48So, alam natin na mula pagkabata ang iba,
02:50nangungutang na nga ang parents for education
02:54hanggang pagkamatay.
02:55So, ang tema namin from womb to tomb.
02:58At natutulungan ang mga miyembro sa kooperatiba
03:01kung paano nila iangat ang kanilang masarili.
03:05On top of that,
03:06nakakatulong din sila sa kanilang communities.
03:09Merong tumutulong sa bigane eskwela,
03:12some of the kooperatives build schools.
03:14Ang iba, noong COVID,
03:16marami silang tinulong para sa kanilang miyembro.
03:19So, in times of difficulties,
03:22ang mga koops,
03:23nagbibigay din ng ekstra tulong sa kanilang members.
03:26So, natutulungan ng mga miyembro,
03:28natutulungan ng komunidad,
03:30at nakakatulong sa buong bansa.
03:32Now, the theme of the celebration
03:33focused on inclusive, innovative,
03:36and sustainable na mga kooperatives.
03:38So, paano po natin mas gagawin
03:41pang mag-inclusibo at sustainable po
03:43itong mga kooperatives dito?
03:44Para maging sustainable,
03:47sana maganda ang pagpatakbo sa co-op.
03:49Maganda ang ating governance.
03:51Kasi sabi nga,
03:52everything lies also with the leadership.
03:55So, kailangan marunong sila
03:57paano i-manage ang kooperatives,
03:59ang ating management.
04:00Dapat educated din sila.
04:02Kasi hindi ito ordinaryong negosyo lang.
04:05It is owned by so many members.
04:07So, you can imagine na
04:09831 billion assets of the kooperatives
04:13that is owned by 13 million Filipinos.
04:17So, we should be accountable to the members.
04:20Kailangan palaging tinuturuan ng mga miyembro,
04:23ganun din ang mga management and staff and leaders.
04:27Inclusive siya kasi kailangan
04:29dalhin natin yung mga marginalized.
04:32We'd like to focus on women,
04:34pati ang youth,
04:35because kailangan ang new generations
04:38to be part of the kooperatives.
04:40At tuwang-tuwa kami sa mga koops
04:42na nakakaabot lalo na sa indigenous peoples.
04:46I have shared with you earlier na
04:48merong mga very good products
04:50of the micro and the small.
04:53Some of the winners of the
04:54Philippine Coffee Quality Challenge
04:57came from cooperatives
04:59and these are owned by some,
05:01some of them are owned by indigenous people.
05:04Okay.
05:04So, that's how we bring the marginalized
05:07to become part of the kooperatives
05:09so that they're able to improve their livelihoods.
05:11Ano ng mga produktong ito
05:13na talagang maipagmamalaki natin
05:15na galing sa mga communities na ito?
05:17Ay, sa ngayon,
05:18ang coffee,
05:19lalo na sa,
05:19ako familiar,
05:20ako sa Bukinon,
05:21but I know that sa Benguet,
05:23meron ding winning coffee,
05:24sa Kalinga.
05:25So, you can find the best places for coffee,
05:30lalo na Arabica,
05:31it needs elevation.
05:32And in the highlands,
05:34that would be where you'll find
05:36the indigenous peoples.
05:37So, coffee would be one,
05:39I know there would be some,
05:40some of them in cacao, no?
05:42But, but as of now,
05:43we can have some good products
05:45owned by the members of the cooperatives.
05:48Well, regarding that, ano,
05:49let's talk about convergence.
05:51Paano po nakakatulong
05:52iba't ibang mga ahensya ng gobyerno
05:54para maging sustainable nga po
05:56itong mga cooperatives po natin?
05:57So, kailangan magsama-sama
06:00ang government agencies
06:02kasi mahirap naman
06:04mag-improve ang economy
06:05kung isang grupo lang.
06:08Ah, ang cooperatives,
06:09we link with different line agencies.
06:11Isang example na gusto kong ishare yung
06:13Lourdes Multipurpose Cooperative,
06:16ah, winner na ito
06:18sa Department of Agriculture.
06:20We helped, ah,
06:21build this cooperative together
06:23with the Department of Agrarian Reforms.
06:25So, dati,
06:26in 2009,
06:28mga half million lang
06:29ang total assets nito.
06:31Siguro ang members,
06:32100.
06:33Now, they're around 200 million.
06:36And,
06:37tinulungan din sila
06:38ng Jollibee Foods Corporation
06:40sa kanilang, ah,
06:42CSR.
06:43Tinulungan sila
06:44to produce good onions.
06:46Okay.
06:46And then,
06:47ang some of these onions
06:49ay brought by Jollibee Group.
06:51So, doon sumama
06:53ang DA,
06:54tumulong sa kanila
06:55with the,
06:56yung post-harvest facilities.
06:57Okay.
06:58Para kayong onion mo
06:59after yung harvest,
07:00nandun yung tamang,
07:02ah,
07:02pag-store sa kanya.
07:04So,
07:04it's a coming together
07:06of the private sector,
07:08the cooperatives,
07:09the Department of Agriculture,
07:11and even the local government
07:12because you need
07:13some farm-to-market roads
07:15when you have these products
07:17brought from the farm
07:18to your market.
07:19Nakakatawa naman ano,
07:20government,
07:21private sector,
07:22nagtutulungan ano,
07:23para dito sa ating mga kooperativa.
07:26Now,
07:26in terms of innovative approach,
07:28paano naman po
07:29pinapasok ang digitalization
07:31para po sa pag-angat pa
07:33ng mga kooperativa?
07:34Ako,
07:34yung digitalization,
07:36that is something
07:36na sana tulungan kami
07:38ng government
07:38kasi,
07:39ah,
07:40it's a challenge
07:41for all of us
07:42and the co-ops
07:43should not be left behind.
07:45Most of the co-ops
07:45are doing savings and credit
07:47so you can imagine na
07:48paano kaya maging
07:50online din
07:51ang products
07:51ng kooperatives.
07:53Hindi lang sa savings and credit,
07:55even in agriculture,
07:56di ba,
07:57ang dami nang pwedeng
07:58gawing digital.
07:59How can we sell
08:00their products online?
08:02Because even just by
08:03posting your products
08:04sa Facebook,
08:05pwedeng meron ka
08:06na ring market.
08:07So,
08:08we need support
08:09kasi,
08:09hindi po pwedeng,
08:11for example,
08:11ang payment platform
08:12na isang koop lang
08:14ang may-ari.
08:15So,
08:15for example,
08:16in the case
08:16of a federation
08:17like NATCO
08:18and other federations,
08:20kailangan namin
08:21ng shared facilities.
08:23Kung merong shared facilities
08:25sa DTI,
08:26dapat meron din sana
08:27sa mga platform
08:29for digitalization
08:30because only when it is shared
08:32na makayanan.
08:33But of course,
08:34we need support
08:35from government.
08:36Sana matulungan kami
08:37ng DICT,
08:38DOST
08:39para mas mapalago
08:41namin ang digitalization
08:42ng cooperatives.
08:43And I hope they can hear
08:44that call on all.
08:45With this conversation,
08:46baka may mga kababayan tayo
08:47na kung ang ganda palang
08:49sumali at maging
08:49member ng kooperatiba,
08:51magandang magsimula
08:52ng isang kooperatiba.
08:53So, how can probably
08:54NAPSE or the other agencies
08:56help them out
08:57to be a member
08:57or form their kooperatives
08:59para matulungan
09:00yung mga member
09:00at makatulong rin
09:01po sa komunidad?
09:02Sa panahong ito,
09:04hindi na namin
09:05masyado i-advise
09:06mag-organize
09:08kung savings and credit lang
09:09kasi ang dami na.
09:11If there are new
09:11kooperatives,
09:12then we would
09:13help push for them.
09:15Ang maganda,
09:16maghanap kayo
09:17sa inyong area
09:18kung sino
09:19ang kooperatives doon.
09:21Titignan nyo
09:22ang kanilang
09:22financial statements,
09:24titignan nyo
09:25ang governance.
09:26Kasi sana
09:27makasali kayo
09:28sa very sustainable
09:29kooperatives.
09:31We're happy
09:31that there are now
09:32efforts by the
09:33Cooperative Development
09:34Authority
09:35to look at
09:36cooperatives
09:37and supervise.
09:37advice.
09:38Okay.
