00:00As Malaysia depends its global cyber security engagement, we are also reinforcing our regional leaderships.
00:16As Chair of ASEAN, Malaysia has placed cyber security at the heart of the regional agenda.
00:24We are leading the development of ASEAN Cyber Security Cooperation Strategy 2026 to 2030.
00:34A strategic roadmap for collective resilience across a rapidly digitising region to be presented at the upcoming ASEAN Summit in October.
00:49We must acknowledge a persistent challenge.
00:53ASEAN Member States differs significantly in how cyber crimes, cyber crimes to be defined, to be investigated and prosecuted.
01:08With the rapid evolution of technology, this gap is widening and cyber criminals are exploiting these inconsistencies across borders.
01:20To address this, I urge that the cooperation, ASEAN Cyber Security Cooperation Strategy 2026 to 2030 includes a dedicated focus on enabling real-time collaboration among member states, particularly in accident response, digital forensics, secure data exchange and policy harmonisation.
01:46These mechanisms must uphold the principles of confidentiality, sovereignty and mutual trust which are essential in managing sensitive and trans-boundary cyber security threats.
02:05According to the global cyber security outlook 2025, 60% of organisations report that geopolitical tension have directly impacted their cyber posture.
02:2172% have experienced a surge in cyber risk.
02:28Halfly sees AI as their top concern and 40% have already fallen victim to social engineering attacks.
02:40In Malaysia, the situation is no less urgent.
02:44The FISCO 2025 Cyber Security Readiness Index shows that 93% of organisations have encountered AI-related attacks in the past year.
02:57Yet, only 51% of employees understand this threat.
03:04The real vulnerability is not just in our system.
03:08It is in our awareness.
03:10This is why capacity building is central to Malaysia's cyber security mission.
03:16In 2023, we launched my cyber hero programme, reaching school children, reaching people nationwide to foster early digital literacy.
03:32Today, CIDES, 2025, take this further with ASEAN My Cyber Hero Competition, cultivating regional talent from the ground up.
03:48Building on this, TVET continues to play a vital role in producing industry-ready talent and advancing social mobility in the cyber security sector.
04:01Malaysia's TVET ecosystem must now evolve into a global recognized, high-skilled talent pipeline that drive real economic impact.
04:15A focused upskill, especially focused into upskilling initiative.
