00:00hello welcome to the Scotsman's daily video bulletin for this Tuesday my name is Dale
00:16Miller I'm deputy editor of the Scotsman and I'm joined by our investigations correspondent
00:21Martin McLaughlin Martin we're here to talk about the front page of today's Scotsman because it
00:27features an exclusive story from yourself it's a letter signed by a number of chief health medics
00:34and the court calling for services to be effectively reimagined an open letter plea
00:40about the need for urgent and critical reform Martin just on this particular letter who signed
00:49it and above and beyond the headline what were they specifically asking for yeah Dale this is
00:56a open letter that's been signed by 13 medical professionals and executives ranging from
01:04emergency physicians consultants chief executives of kind of major health health charities people
01:10involved in social care and they've all come under the banner of enlighten which is a think tank which
01:17is probably best known by its former name reform Scotland but essentially they have written an open
01:24letter and designed to spark a bit of debate calling for Scotland's not just the NHS but the wider health
01:32and social care system to be reimagined and really they're trying to shift the narrative away from any
01:39kind of specific issues such as you know waiting times or GP access to the need for a longer term
01:46conversation about how we how we fix some of the systemic and entrenched problems facing and the
01:54health and social care system in Scotland so one of their kind of fundamental asks is to get politicians
02:01around the table with other stakeholders and kind of try and commit to a cross party conversation which
02:09looks at long term planning which goes beyond the traditional Holyrood electoral cycle so I think the
02:17the principle of it is something I'm sure everyone would agree with you know that the systemic problems across the
02:23NHS are a regular feature in the Scotsman's reporting and clearly there is a a graver need for a kind of longer term shift
02:32and there will be however a degree of misgivings about that you know that the idea of stakeholders getting around the table
02:40and we shouldn't forget uh enlighten as a think tank that's financed by private companies and private individuals so
02:48anyone with uh misgivings about the slow creep of privatization in the NHS you know may be skeptical about this uh intervention
02:58and Martin um perhaps no coincidence that this has been released on the day that the what was the care bill
03:05is being uh debated um in the Scottish Parliament now a heavily watered down bill this was meant to be linked
03:13to the national care service there'd been um some from memory 30 million pounds uh poured into basically
03:21setting up the service and then uh support was gradually poured by unions and other parties because
03:27it wasn't deemed to achieve what was needed and it was going to cost too much money as well
03:31but also a day before Rachel Reeves's spending review when we're expecting there may be some commitments
03:38announcements that lead to Holyrood getting more money what do they do with that money um i mean
03:44there's some some bigger questions and discussions down here isn't it yeah absolutely um and you know when
03:50MSPs vote on the the care reform Scotland bill that the final stage of that legislation later today
03:56um there will be a huge number of people um paying a close attention to it not least you know the
04:01hundreds of thousands of unpaid carers across Scotland um one of the big elements of that
04:06legislation is the the possibility of a new legal right for unpaid carers to receive breaks which would
04:14make a huge difference to them but there's no shying away from it this bill is watered down compared to
04:19what was proposed by Nicola Sturgeon nearly five years ago you know the national care service was
04:26arguably one of the the biggest policy pledges of post-evolutionary Scotland but you know that is not
04:33going to happen anytime soon and so you know the kind of interventions that we've seen today from
04:39enlighten and the medical professionals will only continue and there's there's very much a sense that
04:44you know the sticking plaster approach cannot continue uh you can read the exclusive from
