00:00The fact that sort of young people are attracted to nicotine and sort of other
00:04illicit substances, although of course they're perfectly legal for sort of
00:07people over 18, is nothing new. Certainly when I was at school many years ago young
00:12people smoked them. Now of course we've got sort of an alternative and the sort
00:16of the fact that these things come in sort of you know really sort of bright
00:19coloured and flavours, which of course are sort of attractive, a bit like Alka-Popsin
00:24may sort of say so, makes them all sort of the more attractive to young people.
00:28So it's a real difficulty that we've got. There is also the fact that sort of
00:32disposable vapes, they sort of, they throw on the sort of pavement and they sort of
00:36get into sort of the ecosystem in all sorts of ways, which is also environmentally
00:41not good. So the fact there are new regulations controlling this is going to
00:45be no bad thing. Obviously of course I still think that has to be sort of
00:49tempered, or at least it's countered with the sort of the idea that if you sort of
00:53consume these things they are not going to be good for your health. So of course
00:56the more sort of, that goes into educating young people, who seem to have got the
01:00message by and large, that putting these substances into your body is never going
01:05to be sort of healthy, but it happens. There are many people who believe we
01:09should ban alcohol and tobacco altogether. There was no doubt, we've seen with
01:14nicotine in general, as of course the sort of tax burden has gone up, quite
01:18precisely sort of to disincentivise sort of people from sort of smoking, because of the
01:23health risk, people will find other methods of getting tobacco, which of course is
01:28produced by sort of unknown sort of makers or makers who don't sort of
01:32subscribe to sort of the regulations which control these things. Dangerous
01:35there may be, the illegal cigarettes are sort of even more so, and we've got
01:40exactly the same sort of problem with sort of vapes. The fact that we're going to
01:45have more counterfeit goods is nothing new. We've seen this with cigarettes in
01:49general. They are produced in sort of factories, which of course are not
01:54regulated, wherever it might be in Europe, maybe even further than that, and of
01:58course there is a great incentive for those involved in sort of the illegal
02:01trade to sort of bring in these counterfeit goods. I suspect the sort of
02:04the same problem will occur with sort of e-cigarettes, and of course the
02:09difficulty is sort of how you sort of, you stop them getting into the country, but
02:13assuming you can't do that, because of course there are always ways and means of
02:16so doing, it's then sort of been able to sort of get the supply, and of course where
02:20they're sort of sold. So it's a sort of big, big issue, and of course I suspect a
02:24lot of it will be intelligence-led, but it will happen.
