He said, "The gruesome attack on Indian civilians in Pahalgam was an attempt to undermine India's social ethos, our economic momentum and our democratic underpinning. We as a country have bled but also stood up strongly, as reflected in Operation Sindoor, and now we have a national security and counterterrorism doctrine which is coherent, which is clear and which is credible. 00:00The gruesome attack on Indian civilians in Pahal Gham was an attempt to undermine India's
00:11social ethos, our economic momentum, and our democratic underpinning.
00:19That we as a country have bled, but also stood up strongly, was reflected in Operation
00:28Sindhur.
00:31And now we have a national security and counterterrorism doctrine, which is coherent, which is clear,
00:40and which is credible, as Prime Minister Shinnarendra Modi announced it on May 12th.
00:47It is this message we would like to take to the rest of the world, so that our friends
00:53and partners understand the logic, the necessity, and the basis of our response.
01:04It's not only a government-to-government initiative, but it's an all-of-society response.
01:12What does it want to achieve?
01:15It is aimed at, first, providing everybody an understanding of India's red lines and indicating
01:25to them that we are explaining this in advance and should anything ever happen again, this
01:32would be our response.
01:34So that they are not taken by surprise in the future, because building narratives is important.
01:40While the precision strikes have ended, precise messaging is important.
01:46And this is what this effort is about, where delegations which are cross-party in nature,
01:54which reflect that the whole of India is together to counterterrorism, are undertaking to 32 countries.
02:00Sir, how important it is for the global audience to know about the operations and the outcomes
02:07of the operations?
02:09So the global public sphere is actually a contested space.
02:14There are multiple issues which are right now in the global sphere.
02:19And what does happen is that the issue of counterterrorism, which was once upon a time very much on the
02:26top of the agenda after, say, 9-11, has slipped down because many other issues have come.
02:32So the effort of these delegations is to bring back and emphasize the importance that counterterrorism
02:41has for countries like us and for people like us.
