A father of five has been fined RM6,000, in default five months' jail, by the Magistrate's Court in Kuala Lumpur after pleading guilty to threatening a Kuala Lumpur City Hall (DBKL) enforcement officer over the balloon vendor incident in March 2025.

00:29The charge under Section 505 Subsection B of the Penal Code carries a maximum sentence
00:35of two years imprisonment, a fine or both.
00:40He was also charged with criminal intimidation for sending a WhatsApp message to the same
00:44victim threatening to cause death or injury under Section 506 of the Penal Code which carries
00:52a maximum sentence of seven years imprisonment or a fine or both.
00:58Both offences were committed at the DBKL enforcement tower in Bandartun Razak at 10.30 a.m. on April
01:067.
01:07Mustafa's lawyer, Zafir Firdaus Ahmad Zuberi pleaded for a minimal fine, citing that his client
01:13is the sole breadwinner for his wife, children and mother-in-law.
01:17He submitted that it was his client's first offence and that the statement, which was made
01:22in a WhatsApp group, did not amount to incitement.
01:25Deputy Public Prosecutor Amritpreet Kaurandhawa, however, pressed for a deterrent sentence, arguing
01:32that the WhatsApp screenshot clearly contained threats, incitement and elements of intimidation
01:38directed at a DBKL enforcement officer in the course of his official duties.
01:43He added that the accused acted with malicious intent to undermine the reputation of the
01:48mayor and to incite harm against DBKL enforcement personnel.
01:54While meeting out the sentence, Magistrate Farah Nabiha Muhammad Dan stressed that public
01:59interest must prevail, noting the accused's remarks were akin to pouring fuel on fire.
02:05She said the court hopes the sentence will serve as a lesson to the accused.
