00:00This was the third summit of its kind, bringing together what's been called the coalition

00:05of the willing.

00:06European leaders, gathered in Paris, reaffirmed their support for Ukraine.

00:11But beyond the show of solidarity, the continent is still divided on security guarantees.

00:16French President Emmanuel Macron said a Franco-British idea for boots on the ground had been backed

00:22by some, but not all, countries.

00:26Today, these reassurance forces are a French-British proposition.

00:32It's been agreed by Great Britain and France, it's desired by Ukraine, and it's also been

00:37agreed by several member states that have signalled their desire to join in.

00:41There's no unanimity on it today, that is known, but we don't need unanimity to do this.

00:47Italy has rejected sending any force, saying troops would need to be part of a UN mission.

00:53British Prime Minister Kyr Starmer dismissed the divisions, instead insisting that Europe

00:57was finally getting its act together.

01:01This is Europe mobilising together behind the peace process, on a scale that we haven't

01:08seen for decades.

01:09I don't want to put a hard deadline on this, but we need to see this developing in days

01:15and weeks, not months and months.

01:19Ukraine's President Zelensky was buoyant too, but speaking to journalists, he admitted

01:23many questions remained over a possible European force.

01:27And he urged the US to do more to stand up to Russia.

01:36We want the United States to be stronger.

01:38I agree with Emmanuel Macron.

01:40We all need this.

01:42It's not just our wish, it's a necessity.

01:45We need the United States to be stronger in dealing with Russia.

01:52There was, however, widespread agreement at the summit to avoid easing sanctions on Russia

01:57until a ceasefire deal is reached.
