00:00The Metropolitan Police launched this so-called V100 initiative in a crackdown
00:07against the abuse of women. Let me explain how the scheme works. The
00:14operation uses a scoring system which calculates the severity of alleged
00:19offences by assigning points based on potential prison sentences. As suspects
00:26accused of a crime carrying a 30-day jail term would be scored a
00:30corresponding number of points. Those who rank in the top 100 each month are then
00:36specifically targeted by police. The Met claims the method has doubled the
00:43likelihood of arrest for those deemed to pose the highest risk. So the complexity
00:49of these cases is really high. This is not just as simple as going to a scene
00:54of a crime taking a statement from a victim and you know taking a case to
00:59court. We use all our tactics and all our approaches to do whatever we can to
01:03prosecute and bring these offenders to justice. So with our V100 program we look
01:08at all reports of violence against women and girls in a
01:13365 day period where an individual has been accused of more than one crime in
01:19that period and we score based on the severity of that offence. So if you're
01:24accused of a really serious crime that gets you higher score. So we're looking
01:29at reports of crime that are recent, that are frequent and are serious. And if
01:34you are one of the top 100 every month you go into our process and we take as
01:38much action as we can against those people. So we work with a number of other
01:41police forces and organisations in our V100 program but one of the things we do
01:45with every single one of our suspects is we look across all policing systems
01:50to see if they've been accused of crimes in any other parts of the country. So we
01:54will do that, we will do those checks, we will do that thorough intelligence work
01:57on every single one of our V100 suspects. We know that there are a number of
02:02factors that influence violence against women and children. And I
02:07know there is increasing concern about the role of social media and different
02:11things that children are particularly, and extreme pornography in
02:15children are particularly exposed to at young age. What the research will tell
02:18you is that the age that someone begins to offend that it can be a worrying
02:23concern. So if someone starts serious offending at a young age that is a
02:27serious indicator.
