An overhaul of the welfare system will see the assessment process for some health benefits scrapped and reform to disability benefits in a plan expected to save billions over the next five years. Work and Pensions Secretary Liz Kendall said the work capability assessment is unfit for purpose and will be scrapped in 2028. 00:15We will scrap the WCA in 2028.

00:20In future, extra financial support for health conditions in universal credit will be available

00:26solely through the PIP assessment.

00:29So extra income is based on the impact of someone's health condition or disability,

00:34not on their capacity to work.

00:37This is a significant reform package that is expected to save over £5 billion in 2029-30.

00:46And the OBR will set out their final assessment of the costings next week.
