00:00The Commission on Higher Education is confident that the quality of education in the Philippines will be improved
00:06through the consultation of the CHED and Professional Regulation Commission, or PRC,
00:12regarding the Quality Licensure Program in higher education institutions.
00:17In the new Joint Circular, all HEIs must obtain a Certificate of Program Compliance, or CHED Quality Assurance Certification.
00:27This is the goal of the agency in their promise to be a part of the legacy
00:32that Marcus Jr. will lead a competitive education for the youth.
00:37According to CHED Chairperson Prospero Rivera III,
00:40this will strengthen the monitoring and compliance mechanisms in state universities and colleges,
00:47and local universities and colleges.
00:50He also said that schools must have qualified teachers, sufficient facilities, and an updated curriculum.
00:59All HEIs have until September to comply with the regulations,
01:05because if not, their programs may be shut down.
01:11Quality assurance does not end with opening degree programs.
01:16It also includes closing degree programs that are not good.
01:20That is part of quality assurance.
01:22So we expect them to have quality assurance in place.
01:25If they cannot meet it, we expect the board to act on it and phase out the program,
01:33if they do not comply.
01:35So all of these are now within the jurisdiction of the Board of Regents,
01:41and many schools actually have closed down programs which they feel they cannot comply with.
