How should the government balance taxing older vehicles with encouraging greener transport?

00:47For the electric cars, if they want to do that, then you've got to make it so you don't pay obviously anything on the tax.

00:55Well, I've just bought a little hybrid, to be absolutely honest, and I'm not convinced about it.
