00:00Transportation Secretary Vince Dizon suspended the full cashless payment on expressways.

00:06The secret agent explained that the new system should be reviewed first before it can be implemented.

00:17Following his appointment as Transportation Secretary,

00:21Secretary Vince Dizon immediately suspended the full cashless payment on expressways.

00:28This was followed by the announcement of the Toll Regulatory Board or TRB

00:32that all vehicles passing through expressways should have Radio Frequency Identification or RFID

00:38starting March 15.

00:40If not, they will have to pay P1,000 to P2,500.

00:45Dizon explained that the system should be reviewed first before it can be implemented.

00:50This was tried already in the past, several years ago.

00:54And we probably all remember what happened.

00:57Dizon also called this trial anti-poor

01:01because not everyone can or has the time to upload their RFID.

01:06The secrets of the Toll Operators will be compared to talk about the system.

01:11I understand the need to regulate.

01:15But the need to regulate should not result in making the lives of people difficult.

01:23Dizon formally apologized to President Ferdinand R. Marcos Jr.,

01:27the President's Directive,

01:28to speed up the construction of government infrastructure projects

01:32for a proper and efficient transport system in the country

01:35and to reduce the burden of commuters on their daily lives.

01:40Short-term solutions to their transport system will also be carefully considered.

01:44For example, to make EDSA Busway more efficient by quickly dispatching buses

01:50to avoid traffic congestion.

01:53MRT wagons should also be added.

01:56The same goes for sidewalks for individuals who do not need to commute to work or school.

02:02The secret will also address some issues faced by some big-ticket infrastructure projects,

02:07including the right-of-way issues.

02:10But the right-of-way solution will not come from the Department of Transportation.

02:15The right-of-way solution will come from local government units,

02:20from our mayors, from our governors.

02:22It will come from our private sector

02:25because a lot of the land that needs to be used is in the hands of the private sector.

02:31In regards to the PUV modernization, Dizon said that he agrees with this.

02:35But he still needs to study this well and get the approval of the transport workers.

02:41It's a brainer, right?

02:42But I think it needs to be studied well.

02:45I admit that I'm not familiar with the issues,

02:48but from what I've read in your reports in the past,

02:52what we're really talking about here are the transport workers,

02:58our operators, our drivers.

03:01Kalihim will also ask the LTO for a faster process of the plates.

03:05Because of the new technology,

03:07he has no reason to delay the release of these.

03:11He also expects the entry of new DOTR officials

03:14because Kalihim's intention is that no time should be wasted.

03:18That's why it's better for the DOTR officials to know the system

03:23so that the agency can work faster.

03:25Even now, there are incumbent DOTR officials who will remain inside the agency.
