00:00The concept of comprehensive sexuality education is a world apart from traditional sex education

00:06taught in schools and by responsible parents and guardians.

00:10Yet CSE was intended to raise awareness on men and women's sexuality

00:15with the end of curbing teenage or adolescent pregnancy,

00:18even though its scope and intended audience covers minors and kids

00:22and begs the question whether it is indeed appropriate, let alone effective,

00:27to properly teach them highly mature facts of human sexuality at a tender age,

00:32as our Daniel Manalastas reports.

00:36The Senate Committee on Basic Education conducted a hearing

00:39regarding the rising number of adolescent pregnancy

00:42and eventually brought up the controversial comprehensive sexuality education issue

00:47via Department Order 31 of the Department of Education.

00:52Senator Sherwin Gatchalian has this suggestion

00:55if the implementation will just add more confusion.

01:26Senator Risa Hondeveros meanwhile quizzed the DepEd on the CSE.

01:48There's nowhere in our curriculum that teaches these things to

01:52uh learners between zero to four.

02:01For its part, the Department of Health shared data on the adolescent birth rate.

02:21or 112,990.

02:43Aside from the teenage pregnancy, the DOH shared data regarding the numbers on HIV AIDS cases.

02:51It was found that young people with HIV had a higher risk of developing HIV-related diseases.

03:01We can see from our data that on average, young people with HIV

03:07developed HIV when they were 16 years old.

03:12They were the first to use a condom when they were 17 years old.

03:18Why? That's what we need to look at.
