01:20Duterte's allegation is that they have a copy of the BICAM report

01:25where a blank or whatever is the value of some items in the budget.

01:29It came from Davao Congressman Isidro Ungab, who was once the Chairman of the House Appropriations Committee.

01:37These are the blanks.

01:41You cannot pass a law with blanks.

01:48Are they the ones who will issue it? The Secretary or the Director?

03:00According to the DBM, the items shown by Duterte and Ungab are fake and not the General Appropriations Bill or GAB

03:06or the General Appropriations Act or GAA signed by the President.

03:10The GAB is the document after the Senate and House of Representatives ratified or approved the budget.

03:16It is submitted to the President for approval and when it is signed for law, it is called GAA.

03:22According to the DBM, the GAB presented to the President is a complete document

03:27and there are no blank pages or missing details.

03:30As a defense to Duterte, Attorney Salvador Panelo said

03:34that he is just expressing the legal opinion of the former President.

03:37And if there is a basis, there should be an answer.

03:40But Ungab's question is, how can GAA be complete if there is a blank page in the Bicam report?

03:45Why did the lawmakers sign the fake Bicameral Conference Committee Report and ratify it?

03:51And why did the President sign a fake law?

03:55It is possible that Ungab will join the petitioners asking the Supreme Court

03:59to declare the 2025 budget as invalid and unconstitutional.

04:04As of now, the lawyers are preparing to file a complaint about this.

04:08Malacanang said earlier that they trust the GAA law,

04:12but they cannot stop it if there is a commission from the Supreme Court.
