03:16As a defense to Duterte, Atty. Salvador Panelo said that the former President is just expressing his legal opinion,
03:23and if there is a basis, there should be an answer.
03:26But Ungab's question is, how can GAA be complete if there is a blank in the Bicam report?
03:31Why did the lawmakers sign the Bicameral Conference Committee Report and ratify it?
03:37And why did the President sign a defective law?
03:41It is possible that Ungab will join the petitioners who are asking for the Supreme Court to declare the 2025 budget invalid and unconstitutional.
