00:09Despite this pushback, a lawmaker is determined to fight for a measure that she believes will
00:14help prevent teenage pregnancy and will also help young adults and teens become more informed
00:19about such a controversial subject matter. PTV's Daniel Manalistas says more.
00:24Some senators are pushing for a bill called Prevention of Adolescent Pregnancy Act or Senate Bill No. 1979.
00:33This bill aims to prevent early teenage pregnancy which has been a growing problem
00:39affecting teenagers, even minors. In 2019, according to Senator Risa Honteveros,
00:45NEDA described the problem as a national and social emergency.
00:49This bill isn't just necessary, it's urgent. We cannot ignore this issue anymore.
00:55But some groups expressed concern on the bill, particularly its Section 6 provision.
01:19But in a press conference, Honteveros narrated some clarifications under the bill
01:35and slammed the so-called fake news.
02:19Under Section 6 of the bill, the Department of Education, together with assistance from the
02:26Council and other agencies, shall develop and promote educational standards, modules, and
02:32materials to promote comprehensive sexuality educations in schools, communities, and other
02:38youth institutions, saying the CSE shall be a compulsory part of education with an end goal
02:45of normalizing discussions about adolescent sexuality and reproductive health, and to
02:50remove the stigma at all levels. Part of the provision of Section 6 also reads that the CSE
02:56shall be standardized and implemented in all public and private basic education institutions,
03:01and the CSE delivery shall not be dependent upon the discretion of the school administration,
03:08saying it shall be integrated in the school curriculum guided by DEPED and international
03:14standards. Meanwhile, DEPED Secretary Sani Angara said the department assured its actions aim to
03:20positively respond and address the needs of our learners. Angara added he acknowledges the
03:26concerns regarding the current implementation of our comprehensive sexuality education and the
03:32provisions in the Senate bill as well. He added that he listened then as a Senator and still does
03:38now as a Cabinet Secretary, and that DEPED is open to discussions and suggestions. Meanwhile,
03:44according to some Senators,
