00:00It's deja vu all over again in late October.
00:03The confluence of the shoreline and the warmer southwest monsoon winds brought about unprecedented
00:08precipitation and flooding in the Bicol region, in particular Camarines and Albay, as well
00:14as in Batangas province a few days after.
00:17The nightmarish ordeal is once again re-enacting itself, no thanks to the combination of the
00:22shoreline and the colder northeast monsoon, or Amihan, ravaging southern Luzon and southern
00:28Tagalog, as our Patrick De Jesus lays out in this report.
00:34Most parts of the country experienced rainy weather from Christmas Eve up to today.
00:42In Sampaloc to Saraya, Quezon, some roads went underwater due to heavy rains.
00:47The Bicol region also experienced rainy weather, resulting in flooding in Sitio Ologon, Barangaysan,
00:53Isidro in Libon, Albay, rendering motorcycles and other small vehicles unable to pass.
01:00Floods also marked Christmas in other parts of Albay, where some residents were unable
01:05to celebrate Noche Buena.
01:07In Legazpi City, some barangays implemented pre-emptive evacuation.
01:12In EMS Barrio, within the same area, floodwaters reached the interior of several houses due
01:19to rains.
01:20There was also a landslide in Barangay Laganap, Balatan, Camarines Sur, making a portion of
01:26the road impassable to automobiles of all makes and sizes.
01:30A warning has also been issued to motorists as an under-construction road in Andaya Highway,
01:36Lupi, Camarines Sur, collapsed due to overnight rain.
01:40Rain was also experienced in Oriental Mindoro, where floodwaters stood this morning, along
01:45the Alag-Santa Rosa Road in Baco.
01:48According to Pagasa, the rains are caused by the shearline or the interaction of the
01:53northeast monsoon and Easter leaks.
01:56Due to the incessant rains caused by the shearline affecting much of Southern Luzon, the Office
02:01of Civil Defense has urged residents, especially those near Mayon Volcano, to take precautions.
02:07Following the Lahar Advisory issued by PIVOX, communities and local government units in
02:12affected areas are also reminded to observe and follow through on preemptive responses.
02:19The OCD has already convened to prepare and monitor responses to the shearline threat,
02:25as well as risk from Mt. Candlaon and recent earthquakes in Ilocos Sur.
