Syrians are in need and humanitarian aid must be delivered to the country regardless of who is the ruler, former British envoy to Syria Henry Hogger says.

00:00And there's an argument, therefore, isn't there, going back to what we were saying earlier,
00:03for talking to whoever is in power in the interests of making sure that aid is distributed
00:10in an effective way?
00:11I absolutely agree with that.
00:12I mean, I think it's interesting that both, of course, both David Miliband and Tom Fletcher,
00:16who I was mentioning earlier, have very considerable diplomatic and political experience, as well
00:22as their current humanitarian roles.
00:25And I would expect them, therefore, to realize that there is actually a political case for
00:31bringing in humanitarian aid.
00:33First of all, doing so doesn't necessarily imply any judgment on recognition or acceptance
00:41of the authority that you're dealing with.
00:44There's plenty of other places around the world where humanitarian aid is being supplied,
00:51and with some very much nastier regimes in charge, in order to try and get to the ordinary
00:57people who suffer from those regimes.
