00:00President Ferdinand Armatos Jr. signed the Ligtas Pinoy Centers Act
00:05which establishes strong and safe evacuation centers in every city and municipality in the country.
00:12Its purpose is to provide temporary housing for those affected by calamity.
00:19The President also stated that schools should not be used as evacuation centers
00:24because it affects the students' studies.
00:28The Department of Public Works and Highways, or DPWH, also stipulated
00:32that evacuation centers should follow the National Building Code
00:37and be prepared to face the effects of climate change.
00:40Meanwhile, the government also imposed a student loan payment
00:46in areas under the State of Calamity.
00:49This is in accordance with the Student Loan Payment Moratorium Act
00:53to reduce the burden of families.
00:58We need to ensure that the evacuation centers sufficiently respond to the needs of our people
01:04affected by calamities and other such emergencies.
01:10Investing in these climate resilient facilities must be the norm
01:14for we are not only protecting the people's lives
01:18but also capacitating our local government units to respond,
01:22to reduce and to manage the risks of disasters.
01:26Schools are supposed to be sanctuaries for learning, creativity and growth.
01:32They should not also bear the burden of being makeshift shelters.
01:37With the enactment of this law, we heed that appeal
01:42and commit to only using our schools for the promotion of our students' welfare
01:47and development of the education system.
