00:00President Ferdinand R. Marcos, Jr. has already passed two important bills

00:05that will help to strengthen the protection of our countrymen whenever there is calamity.

00:10Kenneth Paciente has the details in the center of the news.

00:16After the next strong storm hit the country,

00:20it is undeniable that millions of Filipinos were affected,

00:24including the destruction of their homes.

00:27So, to ensure that the affected individuals will recover during the disaster,

00:32President Ferdinand R. Marcos, Jr. has already signed the Ligtas Pinoy Centers Act

00:38that will allow evacuation centers to be established in various cities and municipalities in the country

00:44that are strong and able to provide temporary but safe housing for those who will be affected by calamity.

00:52Although it is not a target to use such facilities,

00:55President R. Marcos, Jr. insisted that we should still invest in such infrastructures.

01:00We need to ensure that the evacuation centers sufficiently respond to the needs of our people

01:06affected by calamities and other such emergencies.

01:12Investing in these climate resilient facilities must be the norm

01:16for we are not only protecting the people's lives

01:20but also capacitating our local government units to respond, to reduce, and to manage the risks of disasters.

01:28The government also agreed with the call of the DepEd

01:31that schools should not be used as evacuation centers for a long time

01:36because it affects the students' studies.

01:39Schools are supposed to be sanctuaries for learning, creativity, and growth.

01:45They should not also bear the burden of being makeshift shelters.

01:50With the enactment of this law, we heed that appeal

01:55and commit to only using our schools for the promotion of our students' welfare

02:00and development of the education system.

02:03Next, the President ordered the DPWH to establish evacuation centers

02:09that are anchored in the National Building Code and are based on the needs of a place.

02:14They should also be climate change resilient, especially when it comes to storms.

02:20Meanwhile, the government will also support the students affected by disasters

02:25and other places under the state of calamity

02:29by abolishing their student loan payment without penalty and interest,

02:35especially whenever the storm ends.

02:37The President also signed the Student Loan Payment Moratorium during Disasters and Emergencies Act.

02:44According to the Executive, this is a way to reduce the financial burden of students and their families.

02:51The benevolence of this law allows the disaster-affected students and their families

02:55to have a breathing space as they recuperate and rebuild their lives.

03:01It is our hope that this law will help lessen the financial burden

03:05off of our students' shoulders as they continue their schooling.

03:10The Chief Executive of CHED and TESDA is also directive

03:13to ensure that the education of disadvantaged students in the face of calamity will not be hampered.

03:19He also recognized legislators who helped to implement the so-called laws

03:23that are in line with the needs of many Filipinos.
