00:13Vice President Sara Duterte should have said that she will file a case of violation of anti-terror law
00:19because the government wants to freeze her properties and assets.
00:24She was immediately confronted by the Department of Justice.
00:27According to Undersecretary Jesse Andres, it is clear in the law
00:31that the statements of the Vice President are against the violation of anti-terror law or RA 11479.
00:39We are not filing a case against the Vice President.
00:44However, the law of anti-terror law
00:48stipulates a proposal to commit terrorism,
00:54a conspiracy to commit terrorism.
00:58And the very proposal to commit terrorism is already a criminal act.
01:05Again, the DOJ stated that their basis in the complaint is Section 4 of the law
01:10where the act of terrorism is considered a violation or murder of a person.
01:16But the DOJ explained that this does not mean that the terrorist will be considered as VP Sara.
01:22It is a different process in the law.
01:25We are not branding the Vice President as a terrorist.
01:30But it is possible for him to be liable under the anti-terror law
01:34simply by conspiring, a conspiracy of two people
01:38coming to an agreement to execute any of these acts.
01:41That includes causing death and bodily harm to another person.
01:46The DOJ is adamant that they are doing this because they want to prove that justice is working in the country
01:52and anyone who breaks the law will be punished.
01:55This is a situation where we have to show that the rule of law applies to everyone
02:01and no one is above the law.
02:03Meanwhile, in the investigation of the statements of former President Rodrigo Duterte
02:07that he is urging the military to move against the fractured governance,
02:12the DOJ said that it is possible for the former President to be subpoenaed because of his statements.
